Lynn Ruane: Now Professor Binchy knows how Deputy Kenny felt, does he not?

Joint Oireachtas Committee on Assisted Dying: Assisted Dying and the Ethics of Autonomy: Discussion (24 Oct 2023)

Lynn Ruane: So logic is based on legislation?

Joint Oireachtas Committee on Assisted Dying: Assisted Dying and the Ethics of Autonomy: Discussion (24 Oct 2023)

Lynn Ruane: So drafters of legislation can rewrite legislation in a logically sound way to accommodate the end of people's lives and end-of-life care. So once the legislation exists, the logic exists.

Joint Oireachtas Committee on Assisted Dying: Assisted Dying and the Ethics of Autonomy: Discussion (24 Oct 2023)

Lynn Ruane: It does it anyway.

Joint Oireachtas Committee on Assisted Dying: Assisted Dying and the Ethics of Autonomy: Discussion (24 Oct 2023)

Lynn Ruane: It does not, because it does not give an inherent right.

Seanad: An tOrd Gnó - Order of Business (24 Oct 2023)

Lynn Ruane: I thank the Citizens’ Assembly on Drugs Use for its work over the past six months or so, although I kept a close eye on it and gave out every now and again, as you do, just to make sure the agenda was moving along. I spent the weekend dipping in and out of the hearings. At some stages, I was trying to figure out what was going on and what was being presented. Then, on Monday morning,...

Seanad: Employment Equality (Amendment) (Non-Disclosure Agreements) Bill 2021: Report and Final Stages [Private Members] (25 Oct 2023)

Lynn Ruane: Now.

Seanad: Employment Equality (Amendment) (Non-Disclosure Agreements) Bill 2021: Report and Final Stages [Private Members] (25 Oct 2023)

Lynn Ruane: It is never an easy task as an Independent in opposition to get legislation all the way through the Houses. Even though it is not yet fully realised with regard to its implementation, this Bill is extremely significant in showing what can be done in the Seanad when working with Departments and finding common ground on things we need to change. I thank the Minister for that. When this issue...

Joint Oireachtas Committee on Assisted Dying: Assisted Dying and the Ethics of Autonomy: Discussion (24 Oct 2023)

Lynn Ruane: I thank the witnesses for attending. As I only have a few minutes, I will ask three questions. Dignity has been mentioned a few times today and has been consistently raised in the more general conversation. What does Professor Binchy understand by dignity? What is dignity? When we look at this historically over time, right back to Rousseau and Kant, many different thinkers have addressed...

Joint Oireachtas Committee on Assisted Dying: Assisted Dying and the Ethics of Autonomy: Discussion (24 Oct 2023)

Lynn Ruane: Pro-life is central is to people whose life is being determined by extreme poverty, addiction issues and stuff like that. Is that not pro life?

Joint Oireachtas Committee on Assisted Dying: Assisted Dying and the Ethics of Autonomy: Discussion (24 Oct 2023)

Lynn Ruane: No. I am asking Professor Binchy a question. He said he is talking in human rights terms, not religious terms. I ask him to tell me what those human rights terms are. What human rights terms is he talking about?

Seanad: Garda Síochána (Recording Devices) Bill 2022: Report and Final Stages (8 Nov 2023)

Lynn Ruane: I second the amendment.

Seanad: Garda Síochána (Recording Devices) Bill 2022: Report and Final Stages (8 Nov 2023)

Lynn Ruane: I second the amendment.

Seanad: Garda Síochána (Recording Devices) Bill 2022: Report and Final Stages (8 Nov 2023)

Lynn Ruane: I ask that some leeway be given on the groupings. We received a grouping list for which we prepared before coming to the Chamber and then we received a brand-new list as we entered. We have two lists. In the original list, amendments Nos.1 to 4 were grouped together. That is what was emailed to us. We prepared to come to the Chamber to respond to Government amendments on that basis. It...

Seanad: Garda Síochána (Recording Devices) Bill 2022: Report and Final Stages (8 Nov 2023)

Lynn Ruane: What I am talking about is that the grouping of the amendments changed from when I left my office to when I got here. My preparation was already done.

Seanad: Garda Síochána (Recording Devices) Bill 2022: Report and Final Stages (8 Nov 2023)

Lynn Ruane: It is not the same because the order in which the amendments arise is important. There are 80 amendments. When you prepare, and to be effective, you have everything ready in light of the order in which the amendments are grouped.

Seanad: Garda Síochána (Recording Devices) Bill 2022: Report and Final Stages (8 Nov 2023)

Lynn Ruane: I have a new grouping that I just got as we came into the Chamber.

Seanad: Garda Síochána (Recording Devices) Bill 2022: Report and Final Stages (8 Nov 2023)

Lynn Ruane: Yes, but this changed in the past half an hour. When we prepared, we were originally told that amendments Nos. 1 to 4, inclusive, would be grouped together. All I am asking is if some leeway could be given for us to be able to figure out our notes because they no longer not match with the groupings.

Seanad: Garda Síochána (Recording Devices) Bill 2022: Report and Final Stages (8 Nov 2023)

Lynn Ruane: It does in terms of being ready to speak and the order in which you put your own documentation. You then have to begin to try to shuffle them around. I am only saying-----

Seanad: Garda Síochána (Recording Devices) Bill 2022: Report and Final Stages (8 Nov 2023)

Lynn Ruane: I am not sure the Acting Chairperson often comes in to speak on 80 amendments. With all due respect, it is a big issue when people are preparing for a lot of amendments.
