- Written Answers — Department of Environment, Community and Local Government: Departmental Budgets (27 Nov 2012)
Catherine Murphy: To ask the Minister for Environment, Community and Local Government the areas of the 2012 Departmental Budget both capital and current if any that remain underspent and which will either be re-allocated, rolled over into 2013 or returned to revenue; and if he will make a statement on the matter. [52873/12]
- European Council: Statements (28 Nov 2012)
Catherine Murphy: I reiterate how disappointing it is that the Taoiseach did not see fit to stay to listen to one third of the Opposition, which the Technical Group comprises. In my view this round of budget negotiations cannot be separated from the economic crash although that is the context in which the talks are taking place. Looking back over recent years, there is no doubt that the entire economic...
- European Council: Statements (28 Nov 2012)
Catherine Murphy: I want to focus again on job creation and employment. If the seven year budget for the European Union is to be successful, it should be measured by the number of countries that will be net contributors at the end of the process. This leads back to the issue of the eurozone and the financial position of Ireland and countries in similar circumstances. We need to obtain detail on how serious...
- Ceisteanna - Questions - Priority Questions: Merger of Cultural Institutions (28 Nov 2012)
Catherine Murphy: To ask the Minister for Arts, Heritage and the Gaeltacht his views on the statement in the report submitted to him by IMPACT on the proposed merger of the National Archives and the National Library which described the proposition as not compelling; if he will make available a copy of this report; his views on whether the proposed merger will have a detrimental effect on the capability of our...
- Ceisteanna - Questions - Priority Questions: Merger of Cultural Institutions (28 Nov 2012)
Catherine Murphy: The Minister of State has acknowledged the National Archives model is working well. The key issue is that this is an arm's-length model, under which the body has the freedom to act on its own behalf. That freedom has paid dividends by allowing the National Archives to make direct approaches to funders. I have no difficulty with the sharing of resources and believe this makes sense....
- Ceisteanna - Questions - Priority Questions: Merger of Cultural Institutions (28 Nov 2012)
Catherine Murphy: The report that was done by IMPACT said that what was originally proposed would "seriously undermine" the ability of the "already very strained" bodies to deliver on their statutory obligations. Will the Minister of State comment on the report in question? Was it considered when a decision was made on how the Government intends to organise the governance of the National Museum?
- Medical Treatment (Termination of Pregnancy in Case of Risk to Life of Pregnant Woman) (No. 2) Bill 2012: Second Stage (Resumed) [Private Members] (28 Nov 2012)
Catherine Murphy: I thank Deputy Clare Daly for introducing this Bill. Its Title indicates it is intended as an interim measure. It is important that there be a timely response to current circumstances. The April legislation has been revised to take account of some of the concerns that were raised by the Minister at the time, yet we hear that there is no intention of supporting the Bill. There is no doubt...

[53106/12]

- Ceisteanna - Questions - Priority Questions: Better Energy Homes Scheme (29 Nov 2012)
Catherine Murphy: To ask the Minister for Communications, Energy and Natural Resources his views on the fact that his plan of phasing out the subsidisation of home energy retrofit without a suitable pay as you save replacement facility in place has had a detrimental effect on employment in the construction and retrofit sector which has created sustained employment for 5,000 people over the past four years; his...
- Ceisteanna - Questions - Priority Questions: Better Energy Homes Scheme (29 Nov 2012)
Catherine Murphy: This scheme has the potential to be a winner on three fronts: job creation, the environment and in making it more affordable for people to heat their homes. Essentially, as the Minister said, the Better Energy Homes scheme replaced three other schemes. Within that context, there was a reduction in the amount available and, in fact, the grant rates were cut twice last year. I have several...
- Ceisteanna - Questions - Priority Questions: Better Energy Homes Scheme (29 Nov 2012)
Catherine Murphy: Will grants still be available once the new scheme is fully rolled out? People might wish to take up the other type of scheme. I do not know whether the Minister has been listening to the pre-budget discussions from around the country on “Morning Ireland”.
- Ceisteanna - Questions - Priority Questions: Better Energy Homes Scheme (29 Nov 2012)
Catherine Murphy: Utility bills are coming up as a key issue every morning. It strikes me that the grants scheme is precisely the type of measure the vast majority of people would want if it were put in place quickly. While the scheme might not save people money immediately, they are conscious of the cost of energy and the scheme is a means of eventually saving. I am not convinced by the weather argument.

- Written Answers — Department of Communications, Energy and Natural Resources: Energy Schemes (29 Nov 2012)
Catherine Murphy: To ask the Minister for Communications, Energy and Natural Resources if he will provide figures for the net voted expenditure by his Department on all national energy retrofit programmes by category for each fiscal year 2000 to 2011 and to date in 2012; the actual moneys spent in respect of the same categories and years; his Department's total not voted expenditure in each of those years; and...
