- Seanad: Finance (Local Property Tax) (Amendment) Bill 2013: Second Stage (6 Mar 2013)
Paschal Mooney: -----one will find the truth coming from the electorate. The 150,000 people who bought houses during the boom paid on average ¤10,000 in tax on their properties. Now, they are expected to pay this new property tax. We are presented with a fait accompli in the Bill. Today's newspapers report that the Revenue Commissioners will not send valuation letters to 65,000 taxpayers registered...
- Seanad: Seanad Electoral Reform Bill 2013: Second Stage (6 Mar 2013)
Paschal Mooney: Cuirim fáilte roimh an Aire. I also enthusiastically endorse the efforts of my friend and colleague, Senator Crown, in putting forward a very meaningful proposal on Seanad reform and on Seanad electoral reform. One of the downsides of this initiative is that on the face of it, it is a very complex Bill. I would have preferred it to be more simple in its execution. I have no difficulty...

Paschal Mooney: It is 58.
- Seanad: Order of Business (13 Mar 2013)
Paschal Mooney: I am reluctant to raise this again but it is not helpful to the future viability of this House that, yet again, on the main day for debate in this House, Wednesday, it appears from what the Leader said that the sitting will suspend after the Order of Business until 1 p.m., it will suspend again following the Water Services Bill until 5 p.m. and that the Water Services Bill will be the only...
- Seanad: Water Services Bill 2013: [Seanad Bill Amended by the Dáil] Report and Final Stages (13 Mar 2013)
Paschal Mooney: In what circumstances might Irish Water have a requirement for borrowings? What might the figure be? To what purpose might it be put? Everyone accepts there is an ongoing difficulty in certain parts of the country with the infrastructure on which our water services are currently provided. There is a considerable level of leakage mainly as a result of wear and tear, and because...
- Seanad: Water Services Bill 2013: [Seanad Bill Amended by the Dáil] Report and Final Stages (13 Mar 2013)

- Seanad: Water Services Bill 2013: [Seanad Bill Amended by the Dáil] Report and Final Stages (13 Mar 2013)
Paschal Mooney: It was in the context of why there would be borrowings and whether the money would be used for investment.
- Seanad: Water Services Bill 2013: [Seanad Bill Amended by the Dáil] Report and Final Stages (13 Mar 2013)
Paschal Mooney: We are awaiting a reply on the functions of Irish Water.
- Seanad: Water Services Bill 2013: [Seanad Bill Amended by the Dáil] Report and Final Stages (13 Mar 2013)
Paschal Mooney: I have a brief question.
- Seanad: Water Services Bill 2013: [Seanad Bill Amended by the Dáil] Report and Final Stages (13 Mar 2013)
Paschal Mooney: My comment is in the context of the transfer of functions and what the Minister of State has said about functions. Since the 2007 Act, local authorities have increasingly taken over private water schemes within local authority areas. Will the transfer of the functions include a continuation of the taking over of private water schemes by the new water services authority?
- Seanad: Water Services Bill 2013: [Seanad Bill Amended by the Dáil] Report and Final Stages (13 Mar 2013)
Paschal Mooney: Essentially, it is about the current extension of town schemes which, inevitably, take over the group water schemes outside of the town boundaries. I am wondering whether that policy will continue with Irish Water. Will it continue to do that?
- Seanad: Water Services Bill 2013: [Seanad Bill Amended by the Dáil] Report and Final Stages (13 Mar 2013)
Paschal Mooney: I am trying to establish whether the policy of the takeover of group schemes will continue.
- Seanad: Order of Business (21 Mar 2013)
Paschal Mooney: Several Members of the House have commented on the Common Agricultural Policy reform proposals in recent days. It is vital for this House to be kept fully informed about the deal that has been agreed in Brussels. The detail of that deal has yet to be unfolded. The president of the IFA, John Bryan, will be greeted by a protest in my home town of Drumshanbo tonight. It is unfortunate that...
- Seanad: Finance Bill 2013 [Certified Money Bill]: Committee and Remaining Stages (21 Mar 2013)
Paschal Mooney: The history of the increases and decreases in capital gains tax rates dates back to when Albert Reynolds was the Minister for Finance. He introduced what was seen at the time as a very radical reduction in the capital gains tax rate, against the advice of the Department of Finance. He argued at the time that a great deal of capital had been locked up and that reducing the capital gains tax...
- Seanad: Finance Bill 2013 [Certified Money Bill]: Committee and Remaining Stages (21 Mar 2013)
Paschal Mooney: Does the Minister of State have the figures in respect of the yield from the increases from 2009 to 2013, inclusive? Has there been a significant increase in the tax take from CGT which correlates with the increases which he has outlined?
- Seanad: Finance Bill 2013 [Certified Money Bill]: Committee and Remaining Stages (21 Mar 2013)
Paschal Mooney: I am sure the Minister of State's officials can tell him that there has been an increase in the yield which correlates with the increases in CGT since 2009. He has been able to give us the increases in the tax rates.
