Committee on Budgetary Oversight: Summer Economic Statement 2022: Discussion (14 Jul 2022)

Paschal Donohoe: We will give the points raised by the Deputy about the operation of the Living City initiative very serious consideration. A proper review of the scheme has been done and I will be getting a copy of the report very shortly. The Deputy raised some very reasonable points regarding how what is a very targeted scheme could work better and they will be given proper consideration in the time...

Committee on Budgetary Oversight: Summer Economic Statement 2022: Discussion (14 Jul 2022)

Paschal Donohoe: Yes. I echo what the Deputy said. Phenomenal work is under way there. Limerick 2040 is one of the key bodies-----

Committee on Budgetary Oversight: Summer Economic Statement 2022: Discussion (14 Jul 2022)

Paschal Donohoe: 2030.

Committee on Budgetary Oversight: Summer Economic Statement 2022: Discussion (14 Jul 2022)

Paschal Donohoe: Indeed. In conjunction with the council, Limerick 2030 has done brilliant work moving lots of large initiatives forward. I am really looking forward to going back soon with the Deputy and seeing all the progress that has been made. I know well the parts of the city referred to by the Deputy and the work that could really complement the broader regeneration that is under way. It will be...

Committee on Budgetary Oversight: Summer Economic Statement 2022: Discussion (14 Jul 2022)

Paschal Donohoe: We had assumed a base case scenario of inflation within our economic forecast of approximately 6% on average for the year. When the Minister for Public Expenditure and Reform and I published the stability programme update in April and the summer economic statement a couple of weeks ago, we acknowledged there was a risk to that 6% and said there could be changes that would move it to between...

Committee on Budgetary Oversight: Summer Economic Statement 2022: Discussion (14 Jul 2022)

Paschal Donohoe: We will be implementing lots of initiatives between now and budget day, for example, the measures announced by the Ministers for Education and Social Protection on back to school and the changes to the SUSI grant across the summer. All of the measures the Government has announced during the year will be implemented across the summer. The Government has not made any decision yet about what...

Committee on Budgetary Oversight: Summer Economic Statement 2022: Discussion (14 Jul 2022)

Paschal Donohoe: Nothing has been flagged with me regarding significant difficulties with the operation of the CSO and the data it produces in a very timely way. The indicators it is now involved in producing for the Government appear to have grown in both quantity and quality in recent years. I am sure it will raise funding needs, as every State body does, to which the Minister for Public Expenditure and...

Committee on Budgetary Oversight: Summer Economic Statement 2022: Discussion (14 Jul 2022)

Paschal Donohoe: The Minister, Deputy McGrath and I are constantly at pains to acknowledge the challenges and difficulties many are facing at the moment but in the same breath to make the point regarding the things that are still going well in our economy. We both made reference in our opening statements to where we are with income, with employment and to the growth that has taken place in our economy and...

Committee on Budgetary Oversight: Summer Economic Statement 2022: Discussion (14 Jul 2022)

Paschal Donohoe: I can certainly provide that to the committee.

Committee on Budgetary Oversight: Updated Economic and Fiscal Position in Advance of Budget 2023: Discussion (Resumed) (14 Sep 2022)

Paschal Donohoe: I thank the Chair and the members for the invitation to the Minister for Public Expenditure and Reform and myself to attend the committee today to make our presentations on the status of our budgetary work. I will begin by briefly outlining the economic and budgetary context for the budget. This is a challenging and deeply uncertain period for our economy. Over the past several years, we...

Committee on Budgetary Oversight: Updated Economic and Fiscal Position in Advance of Budget 2023: Discussion (Resumed) (14 Sep 2022)

Paschal Donohoe: I will be in a position to publish that next Friday.

Committee on Budgetary Oversight: Updated Economic and Fiscal Position in Advance of Budget 2023: Discussion (Resumed) (14 Sep 2022)

Paschal Donohoe: I will have, at that point, the latest macroeconomic data and the fiscal data. That will be incorporated and made available to the Oireachtas at the earliest possible opportunity. From working with my officials, I am assured that the earliest opportunity I can make that available is next Friday, which I will do.

Committee on Budgetary Oversight: Updated Economic and Fiscal Position in Advance of Budget 2023: Discussion (Resumed) (14 Sep 2022)

Paschal Donohoe: The Government, the Minister, Deputy McGrath, and I are very committed to delivering inside the parameters we have outlined in the summer economic statement. Both of us have said there will be once-off measures happening in 2022 that will be paid for within this year and will be separate to the provisioning that we make for next year.

Committee on Budgetary Oversight: Updated Economic and Fiscal Position in Advance of Budget 2023: Discussion (Resumed) (14 Sep 2022)

Paschal Donohoe: I believe that it is fair to say the Government has not made a decision on that yet. We have been very clear there would be packages and measures within 2022. What would happen then to fit the scenario described by Deputy Doherty if some of those measures were to extend into 2023 is they would then be on top of the summer economic statement parameters. We have not made the decision but-----

Committee on Budgetary Oversight: Updated Economic and Fiscal Position in Advance of Budget 2023: Discussion (Resumed) (14 Sep 2022)

Paschal Donohoe: Just let me finish. We are currently evaluating what would be the right kind of intervention and what would give the most help to households and businesses. The Minister, Deputy McGrath, and I are working on what the duration of that support would be. If it was to go into 2023 then it would be in addition to the summer economic statement parameters.

Committee on Budgetary Oversight: Updated Economic and Fiscal Position in Advance of Budget 2023: Discussion (Resumed) (14 Sep 2022)

Paschal Donohoe: If there was to be something in 2023 that was to extend to deal with one-off measures, given that the parameters we brought forward do not include provision for one-off measures, it would be in addition to it.

Committee on Budgetary Oversight: Updated Economic and Fiscal Position in Advance of Budget 2023: Discussion (Resumed) (14 Sep 2022)

Paschal Donohoe: The work is under way. The meeting of energy ministers at which the broad principles of that approach were agreed concluded on Friday. The President of the European Commission made a statement today in which she committed to it. We do not produce back of a cigarette pack numbers. That is not the way we can do a budget and it is certainly not something I would share with this committee....

Committee on Budgetary Oversight: Updated Economic and Fiscal Position in Advance of Budget 2023: Discussion (Resumed) (14 Sep 2022)
