John Curran: A whole range of questions have been asked. Some of them are general relating to the procurement process between the Department and local authorities, and others were specific. Perhaps the officials from the Department might answer first.

We are listening to people explaining the difficulty in the process so what would that take in time? I know this is a new system so the question is how long did the old nine-step process take?
