Seanad: Horse and Greyhound Racing Fund 2017: Motion (29 Nov 2017)

Michelle Mulherin: I welcome the Minister to the House. I also offer my condolences to him and his family on the loss of his father, Donal Creed. We all know that whatever one's personal circumstances, politics just keeps rolling on and does not stop for anything, even significant personal events that can happen in our lives. I offer the Minister my sympathies today. It is very appropriate that we are here...

Seanad: Climate Action and Low Carbon Development Act 2015: Statements (6 Dec 2017)

Michelle Mulherin: I welcome the Minister to the House to discuss this important issue and I thank him for outlining actions taken under the national mitigation plan in respect of agriculture, food and the marine. It is clear that we must all be mindful and responsible citizens. That is the direction in which the conversation is moving, from the top to the bottom. When we try to address problems, the...

Seanad: Order of Business (7 Dec 2017)

Michelle Mulherin: Irish Water is now issuing refund cheques to those who paid for their water. I suggest it would be timely for another one of the recommendations made by the Joint Committee on Future Funding of Domestic Water Services to be implemented. I refer to the recommendation that there should be parity of esteem between people living in the countryside who have been paying for their water and people...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Coillte's Annual Report for 2016 and Climate Change: Discussion (12 Dec 2017)

Michelle Mulherin: The witnesses talked about farmers having concerns because their lands are locked in and they went through the various issues there. It would appear, at least in certain communities, that it can be perceived as a negative thing at times that the land is planted because there is not much else going on. There is not much other employment, activity or so on and I know the witnesses have given...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Coillte's Annual Report for 2016 and Climate Change: Discussion (12 Dec 2017)

Joint Oireachtas Committee on Agriculture, Food and the Marine: Coillte's Annual Report for 2016 and Climate Change: Discussion (12 Dec 2017)

Michelle Mulherin: Mayo Renewable Power got planning permission for a combined heat and power station. One of the large pieces of the jigsaw was to get raw material, wood, from Coillte but it could not because it was shipping it out of the county. Doing that and talking about add value to the product seems to be a contradiction. Mayo Renewable Power will have to import timber.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Coillte's Annual Report for 2016 and Climate Change: Discussion (12 Dec 2017)

Michelle Mulherin: I understand that. However, would Coillte be interested in a project like that?

Michelle Mulherin: What crops is Coillte looking at in that regard?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Coillte's Annual Report for 2016 and Climate Change: Discussion (12 Dec 2017)

Michelle Mulherin: On the contracts which Mr. Leamy referred to as complex, I have a copy of a contract which is vague when it comes to the landowner and unsatisfactory in terms of what he or she gets out of it.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Coillte's Annual Report for 2016 and Climate Change: Discussion (12 Dec 2017)

Michelle Mulherin: Landowners are in a very weak position in that Coillte gets to interpret everything after the fact.

Seanad: Order of Business (13 Dec 2017)

Michelle Mulherin: -----in an effort to influence policy and the law in this country. It is not good for our democracy that anyone from outside this jurisdiction who is not a citizen and does not have a connection to this country but who has deep pockets should be able to invest substantial sums in order to effect political, policy or legal change. It is pretty sinister and should not be happening, no matter...

Joint Oireachtas Committee on Rural and Community Development: National Planning Framework: Discussion (13 Dec 2017)

Michelle Mulherin: I support what Deputy Canney had to say and, for the most part, what Deputy McLoughlin had to say. It is great that there is a fine turnout at this meeting. In considering the national planning framework, we have to take stock of where we are, and of what sort of planning and development has taken place to date. Balanced regional development never happened. Deputy McLoughlin spoke about a...

Joint Oireachtas Committee on Rural and Community Development: National Planning Framework: Discussion (13 Dec 2017)

Michelle Mulherin: -----commute to at weekends. We live in a lovely spot but I have a bigger ambition. Everyone here has a bigger ambition for rural Ireland than the way it is at present. I welcomed the town and village enhancement scheme. We need a particular stimulus to identify our town cores in rural towns and villages. They are market towns. How do we bring people to live in them and how do we look...

Joint Oireachtas Committee on Rural and Community Development: National Planning Framework: Discussion (13 Dec 2017)

Michelle Mulherin: The Minister of State described various regional plans and we are looking at the national planning framework. There are 131,000 people living in Mayo. There are three towns with populations of 10,000 and the remainder of the county consists of rural areas and small towns. The county has a population of 131,000 and a functioning economy. I understand that the Minister of State has to look...

Joint Oireachtas Committee on Rural and Community Development: National Planning Framework: Discussion (13 Dec 2017)

Michelle Mulherin: But the Minister of State has said that the cities are a priority. He has said that urban centres are a priority.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Roles, Responsibilities and Key Programmes of Bord Bia: Discussion (23 Jan 2018)

Michelle Mulherin: I am sure Ms McCarthy noted in November that the Citizens' Assembly delivered a damning indictment of Irish agriculture. I think 89% called for a tax on greenhouse gas emissions in agriculture. Was Bord Bia invited to present at the Citizens' Assembly? What is its view in relation to that particular proposition and, to me, the very negative view put on the efforts being made by farmers to...
