Joint Oireachtas Committee on Climate Action: Role of Media and Communications in Actioning Climate Change: Discussion (29 Nov 2022)

Brian Leddin: Could I comment on that? Professor Lunn is saying the research has not been done but there is no other issue like that of the climate. He alluded to this in his opening statement. There is no issue as complex and that requires a variety of solutions across the board. While one community might have to accept one solution, another community might have to accept another. We are at the...

Joint Oireachtas Committee on Climate Action: Role of Media and Communications in Actioning Climate Change: Discussion (29 Nov 2022)

Joint Oireachtas Committee on Climate Action: Role of Media and Communications in Actioning Climate Change: Discussion (29 Nov 2022)

Joint Oireachtas Committee on Climate Action: Role of Media and Communications in Actioning Climate Change: Discussion (29 Nov 2022)

Brian Leddin: I will make a few observations myself as no other members are indicating. I spent the past few weeks reading submissions on proposed active travel projects in my home city. There are hundreds of them. I draw the attention of the witnesses to them because Limerick's local authority is actually out in front in proposing some really good schemes. However, once the public starts getting...

Joint Oireachtas Committee on Climate Action: Role of Media and Communications in Actioning Climate Change: Discussion (29 Nov 2022)

Brian Leddin: Anecdotally, we believe younger people are more radical generally. That is a historical trend. Could it be the case that-----

Joint Oireachtas Committee on Climate Action: Role of Media and Communications in Actioning Climate Change: Discussion (29 Nov 2022)

Brian Leddin: I thank Professor Walker for that advice. He mentioned trialling solutions. I understand that the UK has experimental traffic orders. How effective is it to trial something for three months or six months in trying to go from the 85% against to the 85% in favour? Is legislation on trailing the way to do it?

Joint Oireachtas Committee on Climate Action: Role of Media and Communications in Actioning Climate Change: Discussion (29 Nov 2022)

Brian Leddin: I am aware of projects anecdotally. During the Covid pandemic we saw many active travel projects. There was a large outcry about one in Limerick, but it was put in because it was the right thing to do and now nobody talks about it; it is just there and hopefully it will be there forever. There seems to be significant opportunity if we can develop trialling systems and legislation.

Brian Leddin: It is time for lunch.

Joint Oireachtas Committee on Climate Action: Role of Media and Communications in Actioning Climate Change: Discussion (29 Nov 2022)

Brian Leddin: I will leave the final word to Dr. Lunn. I thank Dr. Lunn, Dr. Robbins and Professor Walker for joining us. We have had an incredibly thought-provoking session. We will have two further sessions and will look more at media and advertising. Ultimately, we will write a report with recommendations and we will try to steer Government in the right way with respect to actions that are...

On behalf of the committee, I welcome Dr. David Robbins, Dublin City University, DCU; Professor Pete Lunn, the behavioural research unit, the Economic and...

Brian Leddin: The meeting today will be split into two sessions. The purpose of the first session is to have a discussion on the role of communications in acting on climate change. Our second session at 1 p.m. is with the Minister, Deputy Eamon Ryan, to discuss a motion on the Sustainable Energy Act, which has been referred to us. On behalf of the committee, I welcome the following witnesses from the...

Joint Oireachtas Committee on Climate Action: The Role of the Media and Communications in Actioning Climate Change: Discussion (6 Dec 2022)

Brian Leddin: I thank Ms Craig. I ask members to indicate if they wish to come in. I suggest we take seven minutes for questions and answers. We have a bit more time because, as I said earlier, one of our invitees opted not to come in.

Joint Oireachtas Committee on Climate Action: The Role of the Media and Communications in Actioning Climate Change: Discussion (6 Dec 2022)

Brian Leddin: Yes, I understand that was the language used. I disagree fully. It is very important we have bodies like the Press Council, which oversees a code of practice in the print media space. It is a self-regulating area and we could have a useful discussion with the council, especially around its code of practice. Its counterpart the BAI obviously saw fit to come in and has produced a very good...

Joint Oireachtas Committee on Climate Action: The Role of the Media and Communications in Actioning Climate Change: Discussion (6 Dec 2022)

Brian Leddin: Ms Craig mentioned that the public can make a complaint about programmes or commercial content separate to the advertising. Is the Broadcasting Authority of Ireland, BAI, proactive or does it just act on complaints? Does the BAI look at what is broadcast, assess it, and report on it to say improvements are needed, or actually everything is being done quite well at the moment and there is no...

Joint Oireachtas Committee on Climate Action: The Role of the Media and Communications in Actioning Climate Change: Discussion (6 Dec 2022)

Brian Leddin: Notwithstanding the resources issues, which I appreciate, maybe it is not enough to wait for members of the public to say there is a problem with a particular TV show of whatever. Maybe there is a role for the BAI, on an annual basis, to look generally at how broadcasters are reporting on climate, and perhaps to track it over the years to see. It is fair to say that it has improved, and we...
