Brian Hayes: I do not think it is an equal relationship if one is left with two people, one of whom favours one decision and the other of whom favours another decision. The person who is deemed to be the chairperson ultimately makes the decision. It is an unequal relationship. We need to consider this aspect of the matter in further detail.
