Terry Leyden: The question of charging has been introduced to pre-primary school education. If the Minister of State wishes to consider future staffing arrangements he should re-consider the entire staffing of the HSE which is completely over-staffed.

Terry Leyden: I am a former Minister of State at the Department of Health. When the health boards were amalgamated under the Health Service Executive no redundancy programme was put in place. Instead of a reduction in the number of managers along the line, there has been an increase in that regard. There is room to consider some of them moving to the child care area if they are qualified in that regard....

Terry Leyden: I have come across proposed schemes on many occasions. On this occasion, the depth of feeling within the Fianna Fáil parliamentary party is very strong.

Terry Leyden: Councillor Orla Leyden makes the point that many child care facilities will be under threat. Fianna Fáil has an excellent record in education, of which we are very proud. A scheme has been presented which I believe represents a discussion document.
