Joint Oireachtas Committee on Justice, Defence and Equality: Immigrant Investor Programme and International Protection Applications: Discussion (11 Jul 2018)

Martin Conway: He will speak next. As I told the Chairman before the meeting, I have to attend the Seanad at 10.30 a.m.

Joint Oireachtas Committee on Justice, Defence and Equality: Immigrant Investor Programme and International Protection Applications: Discussion (11 Jul 2018)

Martin Conway: That is fine.

Joint Oireachtas Committee on Justice, Defence and Equality: Immigrant Investor Programme and International Protection Applications: Discussion (11 Jul 2018)

Martin Conway: I thank the witnesses for appearing before the committee today. I am not as in tune with the situation as Deputy Chambers. Are the names of the companies that have been successful in securing funding publicly available?

Joint Oireachtas Committee on Justice, Defence and Equality: Immigrant Investor Programme and International Protection Applications: Discussion (11 Jul 2018)

Martin Conway: I am not referring to investors, but to companies that have benefited from investment from China or wherever else through this scheme.

Joint Oireachtas Committee on Justice, Defence and Equality: Immigrant Investor Programme and International Protection Applications: Discussion (11 Jul 2018)

Martin Conway: Why not?

Joint Oireachtas Committee on Justice, Defence and Equality: Immigrant Investor Programme and International Protection Applications: Discussion (11 Jul 2018)

Martin Conway: Can they not be published in redacted form?

Joint Oireachtas Committee on Justice, Defence and Equality: Immigrant Investor Programme and International Protection Applications: Discussion (11 Jul 2018)

Martin Conway: The service does not have to publish the business plan. It could just publish the list of companies that have been successful in securing funding through this process.

Joint Oireachtas Committee on Justice, Defence and Equality: Immigrant Investor Programme and International Protection Applications: Discussion (11 Jul 2018)

Martin Conway: My impression is that there is considerable secrecy around the scheme. An interim report has been made available to us but has not been published. It has also been submitted to an evaluation committee. However, we do not know the names of the individuals on that committee who decided that the interim report would not be published. Will Mr. Kirrane give a commitment that this external...

Joint Oireachtas Committee on Justice, Defence and Equality: Immigrant Investor Programme and International Protection Applications: Discussion (11 Jul 2018)

Martin Conway: Will it published it in full?

Joint Oireachtas Committee on Justice, Defence and Equality: Immigrant Investor Programme and International Protection Applications: Discussion (11 Jul 2018)

Martin Conway: In theory, we could have a scenario where a full report carried out by consultants and funded by the taxpayer will go to an evaluation committee, the members of which we do not know, and it will decide in its wisdom not to publish it. Is that technically possible?

Joint Oireachtas Committee on Justice, Defence and Equality: Immigrant Investor Programme and International Protection Applications: Discussion (11 Jul 2018)

Martin Conway: Will Mr. Kirrane give a commitment that it will be published?

Joint Oireachtas Committee on Justice, Defence and Equality: Immigrant Investor Programme and International Protection Applications: Discussion (11 Jul 2018)

Martin Conway: It would be very bad practice if it was not published. Mr. Kirrane has given Deputy Chambers figures on the number of investments showing that approximately 700 of the approximately 800 applications have been successful. Are there examples of a company in which an overseas company invested through this programme going belly up after a short period and the investment going south? Are there...

Joint Oireachtas Committee on Justice, Defence and Equality: Immigrant Investor Programme and International Protection Applications: Discussion (11 Jul 2018)

Martin Conway: Mr. Kirrane may have misunderstood my question. Over the lifetime of the scheme, has there been an example of somebody in China or elsewhere investing in a business in Ireland which, following receipt of the investment, went bust and entered into liquidation, examinership or receivership?

Joint Oireachtas Committee on Justice, Defence and Equality: Immigrant Investor Programme and International Protection Applications: Discussion (11 Jul 2018)

Martin Conway: I would love to develop the point but unfortunately I have to leave at this point. I will ask a number of questions on direct provision if I get an opportunity to do so when I come back.

Seanad: Order of Business (20 Sep 2018)

Martin Conway: I would like to pay tribute to members of the emergency services for their work during the brief storm yesterday and, of course, pass on my condolences to the families of those who tragically lost their lives. We have heard much talk in the media and elsewhere about the housing crisis and the challenges facing this country when it comes to dealing with people who find themselves without a...

Seanad: Thirty-seventh Amendment of the Constitution (Repeal of offence of publication or utterance of blasphemous matter) Bill 2018: Second Stage - An Bille um an Seachtú Leasú is Tríocha ar an mBunreacht (Cion a aisghairm arb éard é ní diamhaslach a fhoilsiú nó a aithris) 2018: An Dara Céim (20 Sep 2018)

Martin Conway: I intend to be more brief than my colleague and I agree with everything that he said. I want to commend the Minister of State for a very comprehensive speech which outlined exactly where we are. It troubles me that some of these Islamic countries are using our constitutional provision to defend their position. I saw a programme on BBC two years ago which convinced me that we needed to do...

Seanad: Inclusion in Sport: Motion (26 Sep 2018)

Martin Conway: I move:"That Seanad Éireann: recognises:- the immense contribution sport makes to Ireland and to the health and well-being of our citizens; - the many proud sporting moments our Irish men and women have given us over many decades; - the considerable success which both our Special Olympic and Paralympic athletes have enjoyed in recent years with their remarkable achievements at home...
