Joint Oireachtas Committee on Transport, Tourism and Sport: Capital Projects and Operations: Iarnród Éireann (24 Jan 2024)

Marc Ó Cathasaigh: Irish Rail has a three-carriage set that sits in Waterford once the last Limerick train comes in. Could Irish Rail not run it up to Carlow and run it back down again for me?

Joint Oireachtas Committee on Transport, Tourism and Sport: Capital Projects and Operations: Iarnród Éireann (24 Jan 2024)

Marc Ó Cathasaigh: Very good. I thank Mr. Meade.

An tOrd Gnó - Order of Business (30 Jan 2024)

Marc Ó Cathasaigh: Over the course of the weekend a number of allegations surfaced relating to a small number of workers with the United Nations Relief and Works Agency, UNRWA. The allegations are serious in nature and I am in no way well placed to make an adjudication on whether they are well founded or otherwise but one thing of which I am absolutely certain – a view I share with Oxfam and 19 other...

Research and Innovation Bill 2023: Second Stage (31 Jan 2024)

Marc Ó Cathasaigh: I will pick up on a couple of the points made by Deputies Cullinane and Sherlock. This is welcome legislation. The Minister, in a relatively new Department, has made a habit of producing substantial and consequential pieces of legislation. I think back to the Higher Education Authority Act, which was an excellent and much-needed piece of work. The same applies to this legislation. We...

Select Committee on Education and Skills: Estimates for Public Services 2024
Vote 45 - Further and Higher Education, Research, Innovation and Science (Revised)
(31 Jan 2024)

Marc Ó Cathasaigh: I welcome the Minister of State and his officials. I have a couple of issues I would like to run through. Subhead B15 jumped out. My usual process when looking through the Estimates is that I just look for the big variations in terms of percentages. Miscellaneous grants and services jumped by 320%. Whatever about a normal subhead jumping by that amount, I would like an explanation as to...

Select Committee on Education and Skills: Estimates for Public Services 2024
Vote 45 - Further and Higher Education, Research, Innovation and Science (Revised)
(31 Jan 2024)

Marc Ó Cathasaigh: It is such a significant increase that I had an immediate reaction to it. I would like to see what it involves.

Select Committee on Education and Skills: Estimates for Public Services 2024
Vote 45 - Further and Higher Education, Research, Innovation and Science (Revised)
(31 Jan 2024)

Marc Ó Cathasaigh: I appreciate it. My next question is on student accommodation, which is a big issue across the country. There was good news recently in respect of three campuses. I have spoken to the Minister previously about my hopes for the likes of South East Technological University, SETU. I am sure the Chair shares those hopes; he has a track record on the issue. I am interested to know where we...

Select Committee on Education and Skills: Estimates for Public Services 2024
Vote 45 - Further and Higher Education, Research, Innovation and Science (Revised)
(31 Jan 2024)

Marc Ó Cathasaigh: Deputy Farrell engaged with the Minister, Deputy Harris, on this point. Are we content that the TUs are in a position to borrow in order to develop purpose-built student accommodation?

Select Committee on Education and Skills: Estimates for Public Services 2024
Vote 45 - Further and Higher Education, Research, Innovation and Science (Revised)
(31 Jan 2024)

Marc Ó Cathasaigh: When we talk about a borrowing facility for the TUs to develop this, what does that look like and where are they borrowing the money from? Do we have specificity on this?

Select Committee on Education and Skills: Estimates for Public Services 2024
Vote 45 - Further and Higher Education, Research, Innovation and Science (Revised)
(31 Jan 2024)

Marc Ó Cathasaigh: I want to circle back to that question on lifelong learning rates. I asked about the new metric but I was hoping to get an idea of where it is that we are hoping to get to. If we have a metric for where we currently are, what is the end goal?

Report of Joint Committee on Social Protection, Community and Rural Development and the Islands: Motion (1 Feb 2024)

Marc Ó Cathasaigh: I move: That Dáil Éireann shall take note of the Report of the Joint Committee on Social Protection, Community and Rural Development and the Islands entitled "Report on the progress of the Sustainable Development Goals 2023", copies of which were laid before Dáil Éireann on 7th December, 2023. I thank the Cathaoirleach of the Joint Committee on Social Protection,...

Public Accounts Committee: Appropriation Accounts 2022
Vote 38 - Health
Report on the Accounts of the Public Services 2022
Chapter 18 - Health Service Executive Funding and Financial Reporting
(1 Feb 2024)

Marc Ó Cathasaigh: I thank the witnesses. I have a number of issues but I want to pick up on something other Deputies raised, relating to the CDNTs and CAMHS. As a member of the autism committee, I know there is a huge issue whereby, when someone arrives with an autism diagnosis, they are referred out of CAMHS and into the CDNT. CDNTs are a black hole at the moment. I have to concur with Deputy Murphy. My...

Marc Ó Cathasaigh: -----you think to yourself, "My God". We know there is a strong link between mental health and autism, yet they get locked out of the mental health services and it is awful on parents.

(1 Feb 2024)

Marc Ó Cathasaigh: I think we would all like that to come to pass. I will stay on the south east, given Mr. Gloster mentioned it. The reconfiguration of the new RHAs is welcome. The more quickly we can get them to coherently shadow the CHOs in order that we will get that linkage of services, the better. Under the reconfiguration, however, Limerick hospital anchors the mid-west, which has the smallest...

Marc Ó Cathasaigh: It absolutely does for the people of the region. There are 600,000 people, as I said, within an hour of that hospital. I will stay on that particular area before I go to more generalised questions. The 8 a.m. to 8 p.m. cardiac service across seven days of the week, as we know, is an extremely important topic in Waterford. I had reason to be glad of the 8 a.m. to 8 p.m. service over...

Marc Ó Cathasaigh: When in Waterford, you hear about recruitment embargoes. I think Deputy McAuliffe did a very good job of myth busting that a little bit. When people in the south east hear about recruitment embargoes in the context of a service we fought so hard for, people worry. Are we content that we are moving to that 8 a.m. to 8 p.m., seven day service?
