Catherine Murphy: The mix of what is inspected is incredibly important. If I am correct, inspections were carried out on the estates that will ultimately end up as the responsibility of the local authority, but apartment blocks were not in that category. One will see where I am coming from. There would be a higher incidence of apartments not being inspected than houses.
