Joint Oireachtas Committee on Housing, Planning and Local Government: Implementing Housing for All: Discussion (Resumed) (8 Nov 2022)

Brian Leddin: We should be looking at a 2027 timeframe. The LDA plan 2026 is the target. In the context of the Ryder Cup coming to Limerick, we should probably talk about connecting Shannon Airport to the network. Let us start thinking that way. The airport is in County Clare but I would love if Limerick said to County Clare that connecting the airport was very important and that it was about the...

Brian Leddin: 93. To ask the Minister for Public Expenditure and Reform the progress which has been made by the steering group to advance the flood mitigation works at Ballycar; and if he will make a statement on the matter. [56453/22]

Ceisteanna Eile - Other Questions: Flood Risk Management (15 Nov 2022)

Brian Leddin: I wish to ask the Minister the progress which has been made by the steering group to advance the flood mitigation works at Ballycar in County Clare. My Government colleague, Deputy Carey, would like to come in on this one as well.

Ceisteanna Eile - Other Questions: Flood Risk Management (15 Nov 2022)

Brian Leddin: I thank the Minister of State. I take issue with the answer. He has said Irish Rail is to lead on this project. The solution to this serious issue is a couple of kilometres away from the rail track and really it should be with the OPW and the Department of Public Expenditure and Reform. Confidence will be lost in the service between Limerick and Galway if this floods. We had 2.5 times...

Ceisteanna Eile - Other Questions: Flood Risk Management (15 Nov 2022)

Brian Leddin: I acknowledge that it is a long-term project. The situation at the moment is that responsibility for the project is being passed between different Departments. That is a problem. We are two years in now and nothing has been done. A recent parliamentary question I submitted to the Department of Transport passed the buck again over to the OPW. Now we are hearing the buck being passed back...

Post-European Council: Statements (16 Nov 2022)

Brian Leddin: I think Deputy Crowe is in a committee so I will keep going and if I use the eight minutes so be it. I will begin by adding my voice to those of other Members across the House, such as Deputies Howlin, Gannon and Haughey, who made strong statements about the dire situation in the Horn of Africa. We are beholden as a Parliament, a democracy and as a developed country to do everything we can...

Joint Oireachtas Committee on Climate Action: Sequestration and Land Management-Nature Restoration: Discussion (15 Nov 2022)

Brian Leddin: I think Mr. Ó Brolcháin said no solar on any peatland whatsoever. Does that include even degraded peatland?

Joint Oireachtas Committee on Climate Action: Sequestration and Land Management-Nature Restoration: Discussion (15 Nov 2022)

Brian Leddin: That is a fair point. Dr. O'Mara is right to say that before he departs as he might leave some misconceptions. Will Dr. O'Mara say what countries are doing this well? Do we know that? Is it still at an early stage internationally? I see Mr. Ó Brolcháin is keen to respond also, but I will allow Dr. Richards to do so first.

Joint Oireachtas Committee on Climate Action: Sequestration and Land Management-Nature Restoration: Discussion (15 Nov 2022)

Brian Leddin: I wish to come in on that and perhaps address Teagasc. Its role is to do the research and take us from a place where there is, it probably wrong to say a vague understanding, but not an exact understanding of where our emissions are. Is Teagasc’s role also, in the next phase, to advise Government? There is a policy advice side to Teagasc as well. Am I correct in saying that? We...
