Joan Collins: 62. To ask the Minister for Social Protection the reason his Department is encouraging recipients of social welfare payments to become self-employed through the back to work enterprise allowance scheme, in view of the amount of bogus self-employment in the construction sector and the loss to the State related to the wrongful designation of workers (details supplied); and when he plans to...

To ask the Minister for Social Protection the estimated loss in employers' PRSI payments to his Department for the year ending 31 December 2015 in view of the amount of bogus self-employment within the construction sector, which has been identified in a report (details supplied), in which it has identified a loss of €83 million in tax and PRSI payments to the State; and the...

- Leaders' Questions (1 Jun 2017)
Joan Collins: It should not be.

- Questions on Promised Legislation (1 Jun 2017)
Joan Collins: The copyright and related rights (amendment) (miscellaneous intellectual property) Bill is on the Government's proposed spring-summer legislative programme. Where does it stand? It is with the Department of Jobs, Enterprise and Innovation. Also, while the Minister for Jobs, Enterprise and Innovation is present, I met representatives from Trinity College Dublin who would like to meet the...

- Joint Oireachtas Committee on Social Protection: General Scheme of Social Welfare and Pensions Bill 2017: Discussion (1 Jun 2017)
Joan Collins: Deputy Kenny and others have set out squarely the issues under head 4. I agree with the point about the naming campaign. I, too, would like to know who came up with the idea. It was interesting that Bernadette Gorman asked whether it was a solo run by the Minister or whether the Department came up with this idea. She described it as a hate campaign because of the way it deals with people,...
- Joint Oireachtas Committee on Social Protection: General Scheme of Social Welfare and Pensions Bill 2017: Discussion (1 Jun 2017)
Joan Collins: I would like to return to the point made by Ms Stack that the deduction rate has been 15% for a number of years. The point is that 10% is being added to it, which means that 25% could be deducted from a person's payment.
- Joint Oireachtas Committee on Social Protection: General Scheme of Social Welfare and Pensions Bill 2017: Discussion (1 Jun 2017)
Joan Collins: I am speaking about the level of income to which a person is entitled. These are not top-up payments: they are payments on which people live. In taking 25% of a person's payment, even for nine weeks, the Department is overstepping the mark. We should not be moving in that direction.
- Nomination of Taoiseach (Resumed) (14 Jun 2017)
Joan Collins: I am sharing time with Deputies Catherine Connolly and Mick Wallace. I received an interesting reply from the Taoiseach-elect in his former position as Minister for Social Protection. He replied in a parliamentary question that he wanted to reduce consistent poverty rates to pre-crisis levels and lower, and wanted to do the same for child poverty. Deputy Varadkar is also on record as...
- Joint Oireachtas Committee on Social Protection: Pension Schemes: Discussion (15 Jun 2017)
Joan Collins: I am not an expert on pensions and I find them difficult. I worked in An Post before I was elected and our own pension scheme was in trouble several years ago. It was hard to understand the way it was run. To my mind, defined benefit schemes were a significant step forward in the 1980s and 1990s from the point of view of the employer and the employee. They were socially integrating,...
- Joint Oireachtas Committee on Social Protection: Pension Schemes: Discussion (15 Jun 2017)
Joan Collins: I was a post office clerk and I worked at the counter in the GPO. I made phone calls to Ms Toner and her colleagues to put through international calls in 1982 when people had to book five minutes for a call. We fought for equal pay, equal work and equal value for the telephonists. This issue about pensions is a step on from that and has to be dealt with. The legislation is wrong and we...
- Joint Oireachtas Committee on Social Protection: Pension Schemes: Discussion (15 Jun 2017)
Joan Collins: On all the schemes, including the defined benefit and defined contribution, can the Pensions Authority give us a breakdown of the gender base of those schemes? I do not mean now but it could be sent on to us if a report is available.
- Joint Oireachtas Committee on Social Protection: Pension Schemes: Discussion (15 Jun 2017)
Joan Collins: I thank Mr. Kennedy.

- Questions on Promised Legislation (21 Jun 2017)
Joan Collins: The previous Minister for Housing, Planning, Community and Local Government promised that all families in emergency hotel and bed and breakfast accommodation would not be in that accommodation by 1 July. He promised it last year and to the Home Sweet Home delegation which met him. It is only nine days to 1 July. I want to know what is happening there. I put in two Topical Issues yesterday...
