Stephen Donnelly: To be clear the initial assessment is an assessment. Children are assessed. Coming out of that, they are directed to services. However, those with more complex needs who require a more detailed assessment are referred for that. I am very open to taking a look at the gap between the initial assessment and those children who need a more rigorous assessment.
