Seán Canney: It is for new contracts. From what I have heard, no direction has been issued on that. Therefore, contracting authorities are not signing up to this.

Seán Canney: My second point was about how the existing contracts can be dealt with. They can be dealt with by a simple agreement between the contracting authority and the contractor - both parties to the contract - that they would vary the contract to allow this clause to be put in. It is simple.
