Paschal Donohoe: This is a fundamental point. A year had elapsed between the sub-committee meeting and this meeting. The sequence is as we just discussed. The chief executive, Mr. Maloney, walked in and referred to a single bidder and the board subsequently got advice on procurement policy. Should it not be the other way around?

Section 1.2 of the meeting's minutes confirms that the authority was in negotiations with Mr. Bernard McNamara regarding a joint venture agreement to purchase the Irish Glass Bottle, IGB, site. At some point between 3 and 20 October, the board was presumably informed that it was Mr. McNamara.
