- Roads Bill 2007 [Seanad]: Committee Stage (4 Jul 2007)
Róisín Shortall: I strongly support Deputy Mitchell's amendment. This long-running issue has been raised with many Ministers in the last couple of Dáileanna. I remind the Minister, Deputy Dempsey, that he will not always be sitting on the Government side. When he is on this side of the House again at some point in the future, he will realise how difficult it is to operate under the new arrangement which...

As discussed, the system in place does not provide any means of dealing with foreign registered cars or non-national drivers who cannot be traced if they drive through a toll gantry, an issue that also arises with regard to speeding fines. The Minister stated it would be his intention, as far as possible, to pursue persons...

Róisín Shortall: This should happen as a matter of routine and while some agencies may use the web widely not all do. I do not see the difficulty in putting this into the legislation. While I take the Minister's word for it, presumably he will accept my returning to him in the next few months with details of agencies under his aegis that do not use the web in that manner.

Róisín Shortall: I reiterate a number of the points made by Deputy Mitchell in respect of the manner in which the Government has handled this matter. I accept it is not entirely the Government's fault in so far as the EU was late in agreeing this and details of the agreement, such as we have them, only emerged in the past couple of days.
