Paschal Mooney: On a point of order, this is a very serious development. In all of my time in the House I cannot remember where a verbal amendment was made. I am not saying that attempts have not been made. Under Standing Orders, as far as our reading and interpretation goes, in absolutely clear and simple English it says that "without notice" a verbal amendment can be made.
