Seanad: Personal Injuries Assessment Board (Amendment) Bill 2007: Order for Second Stage (3 Jul 2007)

Terry Leyden: I move: "That Second Stage be taken today."

Seanad: Personal Injuries Assessment Board (Amendment) Bill 2007: Second Stage (3 Jul 2007)

Terry Leyden: I welcome the Minister and the senior officials in the Department. I also welcome Ms Patricia Byron, chief executive of the PIAB, who is in the Visitors Gallery. I wish the Minister success on his re-appointment as Minister for Enterprise, Trade and Employment. I was delighted when he was re-appointed because I have been at many public events which he has attended and heard many of his...

Seanad: Personal Injuries Assessment Board (Amendment) Bill 2007: Second Stage (3 Jul 2007)

Terry Leyden: I presume it was a vested interest speech.

Seanad: Personal Injuries Assessment Board (Amendment) Bill 2007: Second Stage (3 Jul 2007)

Terry Leyden: I was in another field before being elected to the House, but it is important to consider the legislation from the perspective of the consumer. The Bill was published before the election. The Joint Committee on Enterprise, Trade and Employment, of which Senator Coghlan was a member——

Seanad: Personal Injuries Assessment Board (Amendment) Bill 2007: Second Stage (3 Jul 2007)

Terry Leyden: ——recommended unanimously that this short Bill should be brought before the House to amend the Personal Injuries Assessment Board Act. I note that the Joint Committee on Enterprise and Small Business had a poor election with its Chairman, Vice Chairman and several members losing their Dáil seats. I hope the trend does not extend to the Upper House, including Senator Coghlan.

Seanad: Personal Injuries Assessment Board (Amendment) Bill 2007: Second Stage (3 Jul 2007)

Terry Leyden: It applies to us all. The Fianna Fáil parliamentary party supports the Bill unanimously. While the party includes quite a number of lawyers who have certain concerns about the legislation, they feel its provisions are necessary for the consumer and the overall good of the community. The original legislation, which was enacted when the Minister for Health and Children, Deputy Harney, was...

Seanad: Personal Injuries Assessment Board (Amendment) Bill 2007: Second Stage (3 Jul 2007)

Terry Leyden: Well, he did some service. We will not lose the vote tonight. I have a personal involvement or interest through a family member but it is not a vested interest. The working of the organisation has been exemplary.

Seanad: Personal Injuries Assessment Board (Amendment) Bill 2007: Second Stage (3 Jul 2007)

Terry Leyden: I feel personally involved in this because I was a member of the committee on enterprise and small business which was faced with this dilemma in 2002. Senator Cassidy, who was a Deputy at the time, was chairman of that committee and former Deputy Martin Brady was vice-chairman. The committee spent many hours of work on this. We were most impressed with the strong submission made by Ms...

Seanad: Personal Injuries Assessment Board (Amendment) Bill 2007: Committee and Remaining Stages (3 Jul 2007)

Terry Leyden: When is it proposed to sit again?

Seanad: Mental Health Services (3 Jul 2007)

Terry Leyden: I welcome the Minister of State with responsibility for children, Deputy Smith, and congratulate him on his appointment. I wish him every success in that role.

Seanad: Mental Health Services (3 Jul 2007)

Terry Leyden: I wish to be associated with that expression of sympathy made by the Minister of State and Senator Henry to the Minister on the death of her beloved mother. The Minister will understand we cannot be present at the funeral tonight as the House is sitting.

Seanad: Order of Business (4 Jul 2007)

Terry Leyden: I share Members' delight at the release of Alan Johnston, the BBC correspondent in the Gaza Strip, after being held for four months in solitary confinement. He is an extraordinarily brave man. I watched the report on him this morning on Sky News. Obviously, Hamas is playing an important role in Gaza. It has taken control of the region and will prove a success there. It is the legitimate...

Seanad: Order of Business (4 Jul 2007)

Terry Leyden: Our Taoiseach, given his relationship with Tony Blair and as the longest serving Head of State in the European Union, could play a pivotal role in this regard, particularly given the outstanding record of both men in Northern Ireland. They have great ability and I urge the Taoiseach, although urging him is unnecessary, to play that role. I wish to put on record my thanks to the Cathaoirleach...

Seanad: Order of Business (4 Jul 2007)

Terry Leyden: The way the Leader summarised the work or contributions of Senators was also worthwhile. We are well served by the Clerk and Clerk Assistant of the Seanad. They are experienced and powerful women who guide the Seanad. The stenographers and technical back-up to the House are second to none. The reports published of the contributions made in the House are exemplary. I do not know how they...

Seanad: Order of Business (4 Jul 2007)

Terry Leyden: Colm O'Gorman was appointed in place of a great friend of this House, Kate Walsh. She was an extraordinary woman and we all owe her a debt of gratitude. We do not have many opportunities such as this and it is great to have it. It is our last day of service here. I wish every success to voluntary and involuntary retirees.

Seanad: Election of Cathaoirleach (13 Sep 2007)

Terry Leyden: I offer Senator Moylan my sincere congratulations on his unanimous election as Cathaoirleach of Seanad Éireann. It is a great honour for him, his wife, Mary, and his family that he has been selected by the Fianna Fáil Party and unanimously supported by all parties in the House. It is a great personal tribute to his work in the House over the past ten years, as well as his work as Fianna...

Seanad: Order of Business (26 Sep 2007)

Terry Leyden: I support the proposal for a debate on the crisis in Burma. It is vital that the House expresses its views and solidarity with the people of Burma who have been oppressed by the regime for so long. Regarding the near tragedy of the gunning down of Garda Sherlock in Dublin, it is important that people provide information in order that the persons involved can be arrested and brought to trial....

Seanad: Copyright and Related Rights (Amendment) Bill 2007: Second Stage. (26 Sep 2007)

Terry Leyden: I thank Senator Cassidy for sharing his time. I congratulate the Leas-Chathaoirleach on his unanimous selection and election. His appointment is well deserved. I have experienced Senator Burke's work in the House during the past five years and I am delighted, as a Connaught man, at the appointment of a man from the west. I could criticise the Department and say it was slow in introducing...

Seanad: Copyright and Related Rights (Amendment) Bill 2007: Second Stage. (26 Sep 2007)

Terry Leyden: Why not indeed? The Senator is correct. Mr. O'Brien was a man who never said a good word about Mr. Haughey in his life but he availed of the benefits that accrued from his legislative programme. Mr. O'Brien was not shy about it and why should he be, as Senator Ross has correctly pointed out. Perhaps Senator Ross is availing of some of the concessions himself.

Seanad: Copyright and Related Rights (Amendment) Bill 2007: Second Stage. (26 Sep 2007)

Terry Leyden: It is not an allegation. I said that maybe the Senator was availing of concessions, but he has now confirmed that he is not.
