- Joint Oireachtas Committee on Agriculture, Food and the Marine: National Dialogue on Women in Agriculture: Discussion (9 Oct 2024)
Tim Lombard: I have some comments to make. I will not speak for as long as the voting is taking place because that would be an exceptionally lengthy contribution. This is a very interesting debate. If we look back to the 1960s, 1970s, 1980s and 1990s, the family farm model was based on something different from what it is now. It was based on a dynamic whereby the wife stayed at home, looked after...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: National Dialogue on Women in Agriculture: Discussion (9 Oct 2024)
Tim Lombard: It is a very important space.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: National Dialogue on Women in Agriculture: Discussion (9 Oct 2024)
Tim Lombard: Would the witnesses agree there is change happening but probably at a slow rate? Agriculture is a wide field. I am thinking of the veterinary profession and consultants and advisers, including co-operative advisers. Looking at my own circle, change has come in the last decade. Where are not seeing the dramatic change is inside the farm gate. The majority of my vets are female, as is the...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: National Dialogue on Women in Agriculture: Discussion (9 Oct 2024)
Tim Lombard: I must suspend for a time until the voting block is over. I apologise.
- Seanad: An tOrd Gnó - Order of Business (9 Oct 2024)
Tim Lombard: I would like to follow the theme of school places. Many parents are going to open nights and visiting schools at present to see where is the appropriate place to send their child. It is a very stressful time, as well as being a very important time for children moving from one school to another. When people are looking for a special place for their child, however, it becomes a huge issue....
- Seanad: Final Report of the Joint Committee on Autism: Motion [Private Members] (9 Oct 2024)
Tim Lombard: I acknowledge the efforts of the committee. It did a fantastic job of putting the report with 109 recommendations together. I acknowledge the Chair who did a really good job. He really tied in the key points that needed to be made. Senator Micheál Carrigy had been a really good advocate for people who need help and it is great he used his personal experience to make sure this report...
- Seanad: Nithe i dtosach suíonna - Commencement Matters: Sport and Recreational Development (10 Oct 2024)
Tim Lombard: It is great to have the Minister of State present to discuss Garrylucas and the world-class outdoor water-based activity centre that was proposed in 2021. The Minister’s announcement that day that she was going to put funding aside for as many as 19 or 20 such activity centres was a significant development. I will speak to the one proposed for Garrylucas. The idea that there would...
- Seanad: Nithe i dtosach suíonna - Commencement Matters: Sport and Recreational Development (10 Oct 2024)
Tim Lombard: I thank the Minister of State for his response. It is unbelievable to think that an Irish Water issue, a lack of finding an ability to sort out the sewage treatment in that location, is the issue that obliges us to shelve this project. We have huge issues with all our beaches because we have no toilets there. How a local authority of the size and nature of Cork County Council cannot sort...
- Seanad: An tOrd Gnó - Order of Business (10 Oct 2024)
Tim Lombard: First, I acknowledge and welcome the ambassador from Spain. I come from a place just outside Kinsale, called Minane Bridge. The history between Kinsale and Spain is quite unique, going back to the 1601 war. It is an amazing story. The presence that the Spanish still have in that town is quite unique. It is great to have the ambassador here and he is welcome. I also greet my colleague...
- Seanad: Horse and Greyhound Racing Fund Regulations 2024: Motion (23 Oct 2024)
Tim Lombard: I move: That Seanad Éireann approves the following Regulations in draft: Horse and Greyhound Racing Fund Regulations 2024, copies of which were laid in draft form before Seanad Éireann on 3rd October, 2024.
- Seanad: Horse and Greyhound Racing Fund Regulations 2024: Motion (23 Oct 2024)
Tim Lombard: I acknowledge the contribution of the Minister regarding this issue. The fund he speaks about is really important. It creates an awful lot of employment opportunities in rural Ireland, and it is very important we support those opportunities. The racing fund the Minister speaks about has just been amended with the new budget. It is important we go through that process and make sure the...
- Seanad: Agriculture Appeals (Amendment) Bill 2024: Committee and Remaining Stages (23 Oct 2024)
Tim Lombard: I compliment the Minister on this legislation. The independent appeals office does a very important job to make sure that if farmers have an issue with the Department, they can go to an independent actor. The fact that it is independent is why it is so important. Even though it works within the remit of the Department to some degree, it is still independent. "Independent" is the important...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Welfare, Treatment and Traceability of Horses: Discussion (Resumed) (23 Oct 2024)
Tim Lombard: Apologies have been received from Deputy Cahill and Senator Paul Daly. Deputy Cronin is substituting for Deputy Kenny for this meeting. I remind all members and witnesses to turn off their mobile phones. Members are requested to ensure that for the duration of the meeting their mobile phones are turned off completely, or switched to safe mode, whichever is appropriate on their device. ...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Welfare, Treatment and Traceability of Horses: Discussion (Resumed) (23 Oct 2024)
Tim Lombard: We can pick up on Deputy Cronin's questions when she returns. I will ask some questions now. I have a question on the centralised European database required for horses. At times, I look at this with amusement when we consider what happens in the bovine industry. In 1996 we managed to put in place a traceability scheme in a matter of a few short months. We managed to make sure every...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Welfare, Treatment and Traceability of Horses: Discussion (Resumed) (23 Oct 2024)
Tim Lombard: A bovine farmer would be prosecuted by the Department if the animals were not tagged and had not gone through the correct process. For the death of an animal, there is the knackery. All of these issues are very well thought out. We are not going to reinvent the wheel. The process regarding the movement of animals seems to work flawlessly for bovines. It is bizarre, to say the least, that...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Welfare, Treatment and Traceability of Horses: Discussion (Resumed) (23 Oct 2024)
Tim Lombard: If we look at how things are done for bovines we know what Ms Doyle has described does not work. There is one central database for bovines, which is held by the Department. We do not have this when it comes to the horse industry. There are multiple passports.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Welfare, Treatment and Traceability of Horses: Discussion (Resumed) (23 Oct 2024)
Tim Lombard: Would Ms Doyle believe the need for one passport agency is a priority regarding traceability of the animals?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Welfare, Treatment and Traceability of Horses: Discussion (Resumed) (23 Oct 2024)
Tim Lombard: When we look at the bovine industry, they have many breeds. They collect them and manage them all the way through from Shorthorns to Herefords and Friesians and they do an excellent job regarding controlling, monitoring and understanding the different breeds. The database is very important. One entity having control of the database would be controversial but appropriate in the sense that...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Welfare, Treatment and Traceability of Horses: Discussion (Resumed) (23 Oct 2024)
Tim Lombard: On the second point Ms Doyle made about the Committee of Agriculture, Food and the Marine having a welfare representative on the committee, the committee is made up of Members of the Oireachtas. It has Dáil and Seanad representatives. It has no external members of the Oireachtas. I am open to correction but I believe that is how it is set up in the Constitution to be put in place. I...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Welfare, Treatment and Traceability of Horses: Discussion (Resumed) (23 Oct 2024)
Tim Lombard: Unfortunately we have to suspend until the rest of our other colleagues come back.
