Brendan Griffin: I will make a suggestion, although I am unsure as to whether it is worth considering. Would it be possible to pay a reduced rate in the case of someone who is in receipt of a Department of Education and Skills pension? It would be a disincentive. I welcome the move in 2011 to return people to the bottom of the scale, but could my suggestion be done?
