Ms McGrath has cited two Acts in documentation, the Commissioners of Public Works (Functions and Powers) Act 1996 and the State Authorities (Development and Management) Act 1993. What exactly do they provide for? Is there a broad provision that the OPW would act at the discretion of the Taoiseach when he orders it to? How does that work?
