Kevin Humphreys: I imagine the list would be drawn up by the elected councillors rather than the executive. We can clarify this in the Bill. When he came before the committee, Mr. Owen Keegan, the Dublin city manager, had the view that he would be drawing up the list, but it has since been clarified that it will be the elected councillors.
