Dan Neville: Will the Taoiseach indicate when the mental capacity Bill to reform the law on mental capacity in connection with vulnerable adults and the law will be introduced? Language is very important in terms of drafting legislation on mental health. The use of the word "insanity" has a stigma attached. Perhaps those who draft legislation would consider the use of the word "insanity" in law.

I want to refer to an issue raised on "Morning Ireland" today, namely, the placing of four teenagers in adult psychiatric units in Waterford, which has drawn attention to a much wider problem. It must be remembered that 200 children were admitted nationally to adult units last year....

The concerns about the Mental Health Act 2001 have been discussed in the media and we are informed that a Bill is expected in 2011. Will the Government consider speeding up the publication and implementation of the Bill in view of the concerns surrounding the 2001 Act?
