Joint Oireachtas Committee on Arts, Media, Communications, Culture and Sport: General Scheme of the Broadcasting (Amendment) Bill: Discussion (Resumed) (18 Jun 2025)

Joanna Byrne: It is interesting that Ms Kirby raises this. I have two godchildren. These boys are relatively young and they watch programmes on YouTube. They use phrases such as "throw this in the trash". It is very American. This is one example I can think of off the top of my head. Ms Kirby is right that we lose cultural identity.

Joint Oireachtas Committee on Arts, Media, Communications, Culture and Sport: General Scheme of the Broadcasting (Amendment) Bill: Discussion (Resumed) (18 Jun 2025)

Joanna Byrne: I completely respect and understand that Ms Kirby is future proofing and looking ahead five or ten years and the impact it will have broadly in this regard. Is there any immediate loss if RTÉ does not meet this obligation?

Joint Oireachtas Committee on Arts, Media, Communications, Culture and Sport: General Scheme of the Broadcasting (Amendment) Bill: Discussion (Resumed) (18 Jun 2025)

Joanna Byrne: I thank Virgin Media for its coverage of the League of Ireland. I am heavily involved in the League of Ireland and I know there is frustration among supporters that there has not been accessibility to matches through our national broadcaster. The deal is monumental for Virgin and it is certainly monumental for supporters of the League of Ireland. Long may it continue and well done.

Joanna Byrne: I will probably be a little different from some of my colleagues who have already contributed. I want to discuss the collapse of the public-private partnerships, PPPs. We all know of a bundle of PPPs, involving almost 500 social homes in Dublin city, Wicklow, Kildare and Sligo, was opened for tender two years ago. I think it was around nine months ago that the preferred bidder was notified...

Joanna Byrne: Do the witnesses understand the position the contractors are in with 1,400 employees across a range of cohorts being affected by this? I would urge that the meeting be considered and all avenues are explored to resolve this so that any potential litigation does not add further delays. What is the proposal to resolve this and get these homes built as a matter of urgency? Is Mr. Doyle at...

Joanna Byrne: I thank Mr. Doyle. I want to come back to the issue of the Peter McVerry Trust. I did not comment on this earlier because I was hoping to get into it at this stage of the meeting. I agree completely with my colleagues. It is totally unacceptable that the trust refused to come before the committee today. It almost went bankrupt last summer. From what I can see, the core issue was the...

Joanna Byrne: In the part of the review by the CCMA in relation to tendering, was it noted that perhaps there were glaringly obvious undercuts in some tenders? For example, if there are five tenders and three of them are sitting at one bar and two of them are sitting drastically, 25% to 40%, lower, there is an issue. Has it been noted and cited in the report that this needs to be included in the...

Joanna Byrne: I will come back to the conversation around delays in the approval of social and affordable housing. Listening to Mr. Benson's response, you would think there was no issue with delays. Maybe there is not but statistics show that since August 2024 there has been a growing delay in social and affordable housing stage 1 approvals for local authorities and approved housing bodies. That is a...
