Committee on Public Petitions: Discontinued Mobility Allowance and Motorised Transport Schemes: Minister of State at the Department of Health (11 Oct 2017)

Committee on Public Petitions: Discontinued Mobility Allowance and Motorised Transport Schemes: Minister of State at the Department of Health (11 Oct 2017)

Colette Kelleher: It might be worth writing to the Department of Public Expenditure and Reform for a timetable, given that the Bill is currently with it. That could be a useful thing for us to do.

Colette Kelleher: The Senator is close to this issue because he has constituents who are affected.

Committee on Public Petitions: Discontinued Mobility Allowance and Motorised Transport Schemes: Minister of State at the Department of Health (11 Oct 2017)

Colette Kelleher: I ask Senator Dolan to be brief.

Committee on Public Petitions: Discontinued Mobility Allowance and Motorised Transport Schemes: Minister of State at the Department of Health (11 Oct 2017)

Colette Kelleher: We need to go into private session so I will attempt to summarise. If the Minister of State needs support from his colleagues in the Oireachtas, he has it here in this committee. There is consensus that this issue is long overdue and a matter of urgency for those who are missing out on the scheme and for those who would have qualified since it was discontinued. The importance of transport...

Committee on Public Petitions: Discontinued Mobility Allowance and Motorised Transport Schemes: Minister of State at the Department of Health (11 Oct 2017)

Colette Kelleher: When the Minister of State is negotiating with the Minister for Transport, Tourism and Sport, the Department of Public Expenditure and Reform and all the others, he should indicate that the score is five out of ten and that we must do better.

Committee on Public Petitions: Discontinued Mobility Allowance and Motorised Transport Schemes: Minister of State at the Department of Health (11 Oct 2017)

Colette Kelleher: We must do better with the specifics of this scheme. There is a clear message from the Committee on Public Petitions - cross-party and of no party - to that end. We wish the Minister of State well in his endeavours.

Joint Oireachtas Committee on Health: Adult Safeguarding: Discussion (Resumed) (11 Oct 2017)

Colette Kelleher: I thank the delegates for their presentations. In a session last week we heard from the National Safeguarding Committee, the Support and Advocacy Service and the HSE. It is important to capture the reason we are discussing the legislation. Almost 8,000 cases of suspected adult abuse were reported to the HSE in 2016. The National Centre for the Protection of Older People at UCD estimates...

Joint Oireachtas Committee on Health: Adult Safeguarding: Discussion (Resumed) (11 Oct 2017)

Colette Kelleher: I want to summarise for my own benefit that the policy lead is currently sitting with the Department of Health, that the proposals being worked on are around a more health-focused form of adult safeguarding, that it is accepted that there is a wider societal issue but that the focus is on health initially, that mandatory reporting needs to be teased out and that mandatory reporting is neither...

Joint Oireachtas Committee on Health: Adult Safeguarding: Discussion (Resumed) (11 Oct 2017)

Colette Kelleher: No. I would be interested to see the comments from the other Departments, but we can do that outside of the committee. My background is as a social worker. I have also been responsible for large services at the Alzheimer Society of Ireland and the Cope Foundation, so I have had multiple experiences and I am very persuaded of the urgent need for this legislation. I think we can move...

Joint Oireachtas Committee on Health: Adult Safeguarding: Discussion (Resumed) (11 Oct 2017)

Colette Kelleher: Is this on a statutory basis?

Seanad: Recognition of Irish Sign Language for the Deaf Community Bill 2016: Report and Final Stages (17 Oct 2017)

Colette Kelleher: I commend Senator Mark Daly on his tenacity in bringing this to us and it is great that the Minister of State listened with openness and sincerity to the proposals. The Cork Deaf Club lobbied me very well and a competent interpreter raised the burning issue of competence, verification and accreditation of a person who would translate the will and preferences of a deaf person in any setting,...

Seanad: Recognition of Irish Sign Language for the Deaf Community Bill 2016: Report and Final Stages (17 Oct 2017)

Colette Kelleher: I endorse the importance of this amendment in terms of giving children educational opportunities in a mainstream setting. I remember a cousin of mine. He was the youngest of eight children. Uniquely in his family, he was sent away from his farm in Macroom to Cork city. He suffered all of his life with a sense of detachment from his family. That was in no way needed. He had a hearing...

Seanad: Recognition of Irish Sign Language for the Deaf Community Bill 2016: Report and Final Stages (17 Oct 2017)

Colette Kelleher: I also wish to commend and support this Bill and to argue in its favour before the Minister of State. He said that he is open to argument on the checks and balances provided by reviewing this legislation within a five-year timeframe. Access to education is of particular concern. It is one thing to get past the school gate, but will the teacher be capable of communicating and transmitting...
