- Seanad: Order of Business (26 Oct 2017)
Tim Lombard: Thank you, Chair.
- Seanad: Order of Business (26 Oct 2017)
Tim Lombard: I wish to raise transatlantic flights from Cork Airport, or more to the point, the lack of them. We have a service at the moment from Norwegian Air, which is a very positive step for the region. We have three flights a week which are 90% full. That has meant a lot for the tourism industry in the southern region. Unfortunately, on 7 October, Aer Lingus stated it has no plans at the moment...
- Seanad: Public Health (Alcohol) Bill 2015: Committee Stage (Resumed) (8 Nov 2017)
Tim Lombard: I welcome the Minister's opening statement, which was very positive. I will discuss the main issues that have been discussed with regard to section 20 but it is very important that we can look at and reflect on how we are going to enforce those issues when section 20 comes up. I have an issue with minimum unit pricing in section 10. This is not because of the ability to be effective in the...
- Seanad: Public Health (Alcohol) Bill 2015: Committee Stage (Resumed) (8 Nov 2017)
Tim Lombard: The Senator is right. Unfortunately, it is probably well below cost price. I have a concern about minimum unit pricing that does not concern its effectiveness but its timing. If the timing of this will be some time in the future, we need to look at a measure like the groceries order which will, hopefully, put a floor on the level of alcohol.
- Seanad: Public Health (Alcohol) Bill 2015: Committee Stage (Resumed) (8 Nov 2017)
Tim Lombard: I am always worried when I have to speak after Senator O'Reilly. It is quite hard to keep up to that standard. The question of the most effective way to use labelling needs to be looked at in the context of section 11. I have listened to what Senator Colm Burke said about simple and appropriate labelling. A whiskey tourism trail has been launched in my part of the world. There is a huge...
- Seanad: Public Health (Alcohol) Bill 2015: Committee Stage (Resumed) (8 Nov 2017)
Tim Lombard: To follow up on Senator McDowell's point and the Minister's response, Jameson is manufactured in Midleton, so the tourism centre there would be exempt, but the one in Dublin, which is its biggest tourist centre, would not be exempt even though it is the same product. This anomaly might need to be teased out.
- Seanad: Public Health (Alcohol) Bill 2015: Committee Stage (Resumed) (8 Nov 2017)
Tim Lombard: I acknowledge the Minister for Children and Youth Affairs, Deputy Zappone, who has entered the House. We are in the fifth hour of this very important debate. The Minister set out his stall at the start of debate and really set out the platform for how he hoped to deal and will deal with this section. Consultation and working with all stakeholders is key to ensuring that we make this Bill...
- Seanad: Order of Business (9 Nov 2017)
Tim Lombard: I wish to raise the issue of arts funding, particularly for the visual arts. A very renowned course is currently being given on Sherkin Island. Since 2007, over 70 graduates have passed through the programme, which is co-funded by the Department of Culture, Heritage and the Gaeltacht and the local authority in Cork. It is a wonderful initiative that has really reinvigorated the arts,...
- Seanad: Commencement Matters: Agriculture Schemes (14 Nov 2017)
Tim Lombard: I thank the Minister of State and the Chair. Today I raise the matter of having the Targeted Agricultural Modernisation Scheme, known as TAMS II, include the generation capacity that is required for farmyards. As the Minister of State is aware, TAMS II has been a very successful scheme. It provided important funding for farm equipment in order to ensure expansion. Under the dairy...
- Seanad: Commencement Matters: Agriculture Schemes (14 Nov 2017)
Tim Lombard: I will be very brief as the Minister of State spoke very comprehensively on the issue. It is amazing that out of 11,500 applications only 2,650 have submitted payment claims and only 2,000 have been paid. That suggests to me that by the end of the scheme not all of the 11,500 applicants might be looking for payment as they might not go ahead with the work as they could have changed their...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Climate Change Issues: Discussion (14 Nov 2017)
Tim Lombard: I welcome the opening statement of the chief inspector, Mr. Bill Callanan. His statement on climate change is very positive. I concur with 99% of what he stated. I believe there is a balance between a carbon-neutral society and our ability to produce food on productive land. He went through many of the key issues, including the beef data genomic programme, the economic breeding index,...
- Seanad: Order of Business (15 Nov 2017)
Tim Lombard: Senator Mark Daly is injured.
- Seanad: Order of Business (15 Nov 2017)
Tim Lombard: Many of the contributions this morning have been about the soccer team's performance last night. It was a disappointing outing. I agree that women's participation in sport is something the Government and the Oireachtas need to examine. We must promote the participation of women in sport and sports bodies. I say that in the light of the positive news which has come out of Cork in recent...
- Seanad: Order of Business (16 Nov 2017)
Tim Lombard: I wish to raise the matter of school transport which was previously raised in the House by a Member of the Opposition. I want to concur with the remarks made by Senator Conway-Walsh earlier this week. I was not present then, but it is something that the Minister needs to address in the House. It is farcical that a leaving certificate student must apply in April for a bus pass the following...
- Seanad: Councillors' Conditions: Statements (16 Nov 2017)
Tim Lombard: I thank Senator Hopkins for sharing time. This is a very important matter. There are several issues that need to be dealt with. One of these relates to the size of constituencies. As I stated on a Commencement debate, constituencies are ludicrously large. I hope the Minister will bring forward legislation as soon as possible in order to amend the position in this regard. The vouched...
- Seanad: Order of Business (22 Nov 2017)
Tim Lombard: I commend Senator Daly's comments regarding the important report on the future of the tillage industry in Ireland, produced by the Joint Committee on Agriculture, Food and the Marine and published this morning. This is the start of a conversation to ensure that the tillage industry, which has suffered greatly over the last four or five years, can re-establish itself. Unfortunately, there...
- Seanad: Order of Business (23 Nov 2017)
Tim Lombard: I welcome the reported reopening of Ballinspittle Garda station in Cork this morning. This is a very important step. The station in Ballinspittle is one of a number that were closed in 2012 and 2013. In many ways, the reopening is about trying to tackle rural crime. Having Garda stations in villages such as Ballinspittle is very important. It is an extremely positive that the Minister,...
- Seanad: Climate Action and Low Carbon Development Act 2015: Statements (29 Nov 2017)
Tim Lombard: It is the new green outlook.
- Seanad: Climate Action and Low Carbon Development Act 2015: Statements (29 Nov 2017)
Tim Lombard: I welcome the Minister to the House for this very important item. It is the item of a generation and, while we looked at it a few years ago, we are now tasked with moving this agenda forward as it is one of the key issues for us. Unless this generation deals with climate change the next generations will, unfortunately, suffer. It is a major task for this Minister, this Government and for...
- Seanad: Horse and Greyhound Racing Fund 2017: Motion (29 Nov 2017)
Tim Lombard: I thank the Minister.
