Education and Training Boards Bill 2012: Report and Final Stages (27 Feb 2013)

Ann Phelan: The Ceann Comhairle's office will advise the Deputy in more detail. They are out of order as they involve a potential charge on the Exchequer.

Education and Training Boards Bill 2012: Report and Final Stages (27 Feb 2013)

Ann Phelan: Amendments Nos. 48 and 49 are related and may be discussed together.

Education and Training Boards Bill 2012: Report and Final Stages (27 Feb 2013)

Ann Phelan: Amendment No. 50 appears on the first additional list of amendments dated 26 February 2013. It has already been discussed with amendment No. 1.

State Forestry: Motion (Resumed) [Private Members] (27 Feb 2013)

Ann Phelan: I am grateful for the opportunity to speak on this extremely important topic. I welcome the comments of the Minister, Deputy Coveney, given the sale of the harvesting rights of Coillte has created much concern in the community and has been contentious, with many concerned about different aspects of such a sale and the knock-on effect to society in general. However, the point should be made...

State Forestry: Motion (Resumed) [Private Members] (27 Feb 2013)

Ann Phelan: Twenty-five years ago, Coillte decided to harvest the crop of trees it had sown in Silaire Wood. However, the community was very aggrieved by this. Coillte insisted that it was its commercial crop and it needed to realise the value of it. The community came together and decided to buy the crop for £18,000, and we have never looked back. I am delighted to hear that the Minister is...

Joint Oireachtas Committee on Foreign Affairs and Trade: The Case of Mr. Sergei Magnitsky: Discussion (27 Feb 2013)

Ann Phelan: I welcome Mr. Browder. This is the third time we have met and I am a great supporter of his case. I was really struck by the commonalities in this case and that of Ms Veronica Guerin. This is the right thing to do. Everybody has to uphold human rights if we are about democracy at all. This is not only about Sergei Magnitsky; it is also about the others in Russia who will look to this...

Joint Oireachtas Committee on Transport and Communications: Port of Cork Company: Discussion with Chairman Designate (27 Feb 2013)

Ann Phelan: Mr. Mullins will probably forgive me for being parochial but the Port of Waterford and New Ross Harbour are in my constituency and, therefore, that is where my loyalties lie. I visited the Irish maritime and energy research cluster in Cork during the summer and was quite impressed with what it is trying to do. It was intriguing from the Naval Service point of view given that the Naval...

Further Education and Training Bill 2013: Second Stage (Resumed) (28 Feb 2013)

Ann Phelan: I welcome the opportunity to speak on this important Bill. One of the main objectives for this Government is to get people back to work. There are thousands of people who need to get back to work but do not believe they have the necessary qualifications. Education is the great equaliser. The Further Education and Training Bill 2013 provides for the establishment of an education and...

Written Answers — Department of Health: Hospital Waiting Lists (5 Mar 2013)

Ann Phelan: To ask the Minister for Health if he will investigate the case of a person (details supplied) in County Carlow who has been awaiting an appointment in the Mater Hospital, Dublin, since 6 June 2011; and if he will make a statement on the matter. [11430/13]

Topical Issue Debate: Road Safety (6 Mar 2013)

Ann Phelan: I thank the Ceann Comhairle for affording me the opportunity to speak in the House today on this important topic. Road safety has been a serious issue in this country for some time with many losing their lives or becoming badly injured on the nation's roads. While the situation has somewhat eased in the past number of years, it is still unacceptable that so many are killed or injured on...

Topical Issue Debate: Road Safety (6 Mar 2013)

Ann Phelan: I thank the Minister of State for his comprehensive reply. I ask him to put pressure on the motor insurance companies which also have a role to play in the matter. Providing windscreen repair and replacement companies with accreditation to a technical standard would have the effect of encouraging quality and safety in the market and would provide a mechanism that could be used to drive the...

Joint Oireachtas Committee on Transport and Communications: Social Media: Discussion (6 Mar 2013)

Ann Phelan: I, too, welcome the Minister to this meeting. I agree with Deputy O'Donovan in regard to what it is the committee wants to achieve. Perhaps this will become more evident as we hear submissions from other people. I take the Minister's point that we must steer the middle of the road in this area. On interference with the press, we are lucky in Ireland in that we can do and say almost...

Joint Oireachtas Committee on Transport and Communications: Social Media: Discussion (6 Mar 2013)

Ann Phelan: I welcome Ms Deirdre O'Keeffe. I must confess that I was not aware of the office for Internet safety. If Members of the Oireachtas are not familiar with it, there is clearly a glaring problem with awareness. My lack of familiarity with the office may be because I do not have children in secondary school, although I have heard of the great work it has done with the Garda in tackling child...

Joint Oireachtas Committee on Transport and Communications: Social Media: Discussion (6 Mar 2013)

Ann Phelan: Yes. I think the question that Deputy Colreavy is trying to ask is, rather like Childline, if somebody in difficulty telephones the office for Internet safety, can the office can deal with it? Is that the point?

Joint Oireachtas Committee on Transport and Communications: Social Media: Discussion (6 Mar 2013)

Ann Phelan: With regard to the international context, the approach in regard to child pornography was a success because it operated on an international basis. This morning, we heard the Minister say that to try to do something about social media would be quite difficult in an international context. The Internet is viewed in the western world as being very positive, but in other parts of the world it is...

Joint Oireachtas Committee on Transport and Communications: Social Media: Discussion (6 Mar 2013)

Ann Phelan: I was thinking more or less along the lines of when it is to do with children and bullying. There is a school of thought that when certain words are used they should trigger the need to highlight the issue and examine it in case something untoward is happening on the site.

Child Care (Amendment) Bill 2013 [Seanad]: Second and Subsequent Stages (7 Mar 2013)

Ann Phelan: In accordance with the order of the Dáil, we move on to Committee Stage.

Child Care (Amendment) Bill 2013 [Seanad]: Second and Subsequent Stages (7 Mar 2013)

Ann Phelan: A message will be sent to the Seanad acquainting it accordingly.

Joint Oireachtas Committee on Transport and Communications: Social Media: Discussion (Resumed) with Twitter and Facebook (7 Mar 2013)

Ann Phelan: Over recent days, it appears we have been trying to develop social media etiquette and to raise awareness among users so they will know that if they are going to harass someone or put up offensive material, there will be consequences. I hazard a guess that I am more likely to suffer from harassment in other social media than on Twitter. On Twitter, the user can control what is occurring...

Joint Oireachtas Committee on Transport and Communications: Social Media: Discussion (Resumed) with Twitter and Facebook (7 Mar 2013)

Ann Phelan: The only reason I mentioned a press council-type body for social media was because of a point made earlier. Even if we had the money to go to court, there would be a very long wait. The work of this committee will mean far more complaints will be made, because people have not been complaining up to now.
