Seanad: Order of Business. (4 Feb 2003)

David Norris: I support Senator Minihan in his request for a debate on planning, particularly in relation to lap-dancing clubs and bars. It is a serious problem which is not at all funny. There is gross exploitation of women. I wonder what kinds of middle-class idiotic judges are handing out these permissions for areas in which they do not live. On O'Connell Street there are supermarkets licensed to sell...

Seanad: Order of Business. (5 Feb 2003)

David Norris: I support Senator Brian Hayes in his comments about the Criminal Assets Bureau and the need to discuss this issue. Like the IRA, the drugs criminals never went away. They were in the north inner city all the time. We should note that the establishment of the CAB was largely the result of pressure from people such as Independent Deputy Tony Gregory in the other House, who insistently pushed...

Seanad: Order of Business. (5 Feb 2003)

David Norris: With regard to what is happening at Shannon Airport, it is not appropriate for this House to condemn people while the matter is sub judice. It is wrong and prejudicial. We should remind ourselves that the women from the Ploughshare group in Liverpool a few years ago who, in a similar action, damaged Hawk fighters being sent by Britain to Indonesia to bomb the hell out of the East Timorese,...

Seanad: Order of Business. (5 Feb 2003)

David Norris: It is very helpful when I give examples.

Seanad: Order of Business. (5 Feb 2003)

David Norris: I would disown them vigorously.

Seanad: Protection of the Environment Bill 2003: Second Stage (Resumed). (5 Feb 2003)

David Norris: I wish to share my time with Senator Quinn.

Seanad: Protection of the Environment Bill 2003: Second Stage (Resumed). (5 Feb 2003)

David Norris: I welcome the Bill, which is appropriate. It is, by and large, a good Bill and I agree with most of its sections. My only problem is that it does not seem to go quite far enough. I recognise that it implements an EU directive of 1996, so it is something we are required to do and the Minister is being a good European by doing so. I am in favour of virtually all the provisions of the Bill but...

Seanad: Protection of the Environment Bill 2003: Second Stage (Resumed). (5 Feb 2003)

David Norris: Will the Minister confirm that we export material?

Seanad: Protection of the Environment Bill 2003: Second Stage (Resumed). (5 Feb 2003)

David Norris: That is shameful. We have to grow up and deal with it. If the local councils will not deal with waste for their own small political reasons, then it is right and appropriate that these powers should be transferred to the manager or to the Minister because, as a country, we have to be good neighbours and be responsible. I greatly regret the collapse of the Irish Glass Bottle Company, partly...

Seanad: Protection of the Environment Bill 2003: Second Stage (Resumed). (5 Feb 2003)

David Norris: I did not realise that. I thank the Minister for that clarification. Such behaviour is absolutely outrageous and should be stopped, as should the pollution caused by shoving dozens of flyers through every letter box. I receive thousands of these, despite the fact that I do not want them.

Seanad: Protection of the Environment Bill 2003: Second Stage (Resumed). (5 Feb 2003)

David Norris: The same is true in this House, where every day I receive two or three copies of enormously bulky, colour-illustrated reports from here, there and everywhere. I do not want the bloody things.

Seanad: Protection of the Environment Bill 2003: Second Stage (Resumed). (5 Feb 2003)

David Norris: I am afraid we all receive such reports, but they should be lodged in the Oireachtas Library with a simple circular sent to Members to say they can consult them there. Why is all this material being wasted?

Seanad: Road Safety: Motion. (5 Feb 2003)

David Norris: Hear, hear.

Seanad: Road Safety: Motion. (5 Feb 2003)

David Norris: Hear, hear.

Seanad: Road Safety: Motion. (5 Feb 2003)

David Norris: Senator Mansergh without interruption, please.

Seanad: Road Safety: Motion. (5 Feb 2003)

David Norris: I compliment my colleagues on tabling this motion, which is an extremely good and useful one. That is clear from the fact that there is unanimity in the House and that no amendment has been tabled and there will not be a vote. Everybody agrees with the motion.

Seanad: Road Safety: Motion. (5 Feb 2003)

David Norris: I accept that and thank the Minister for that very helpful comment, but let us put pressure on them, even if through this debate. Then perhaps the Minister should take the responsibility by means of legislation. If we are to have a national system there will have to be national standards of coherency, otherwise it will be very difficult to have them respected. The same applies to road humps,...

Seanad: Order of Business. (6 Feb 2003)

David Norris: As a grammarian, I deprecate the intervention of Senator Ryan because his reformulation of the phrase "distinguished former Minister" suggests that the distinction resides principally in the office rather than the person.

Seanad: Order of Business. (6 Feb 2003)

David Norris: I apologise.

Seanad: Order of Business. (6 Feb 2003)

David Norris: I support the call by Senator Brian Hayes for a debate on the dispute involving the former school attendance officers. I understand approximately 40 are involved and they are anxious to work. However, they need to be recognised as education welfare officers. This is crucially important because, as was said in the debate to which Senator O'Toole referred, children, particularly in deprived...
