Seanad: Employment Permits Bill 2003: Second Stage. (27 Mar 2003)

Terry Leyden: We have moved away from the subject of permits. However, I had to digress because Senator Ryan was trying to imply that Fianna Fáil was suspect. Fianna Fáil is the party which steered through the second referendum on the Nice treaty. It is in favour of European expansion. It used Ireland's membership of the European Union for the benefit of this country. It is clear, however, that we must...

Seanad: Employment Permits Bill 2003: Second Stage. (27 Mar 2003)

Terry Leyden: The Chair did not give me a warning. I should get injury time to make up for Senator Ryan's interruptions. Lest he try to daub me with red ink or paint or any other colour, let him talk to migrant and other workers in my area. I am available to assist them in any way possible. I welcome workers from abroad, but I only extend that welcome on the basis that there are opportunities here for them...

Seanad: Employment Permits Bill 2003: Committee Stage. (1 Apr 2003)

Terry Leyden: I welcome the Minister, Deputy Fahey, and his officials to the House. I have certain concerns about the Bill. I feel we should look at the realities as they pertain to the country now as opposed to what pertained during the campaign for the second Nice treaty referendum leading to the decision by the Irish people on the expansion of Europe.

Seanad: Employment Permits Bill 2003: Committee Stage. (1 Apr 2003)

Terry Leyden: I am speaking on the use of the words "grant" and "granting" which are important. The former alone is the key to the Bill. The Bill is generally worthy and satisfactory in its restrictions on businesses employing people without permits. However, if amendments are not made on Report Stage to provide for a mechanism to restrict numbers from the 15 applicant countries, boatloads will arrive in...

Seanad: Employment Permits Bill 2003: Committee Stage. (1 Apr 2003)

Terry Leyden: My view is that the Seanad offers Members an opportunity to debate a Bill and amendments. It is not necessary for everybody to sing from the same hymn sheet. I support the Bill. The triple mechanism is there for the Minister. I welcome a debate on this issue because none of us can prophesy what will happen after that point in time.
