Kevin Humphreys: I can be helpful to Deputy Richard Boyd Barrett. Several councils have already agreed to bring forward a pilot scheme for the purchase of flats under the previous legislation. However, there are several problems relating to bills, common areas, management companies and the percentage of purchases within a complex.
