Kevin Humphreys: I can be helpful to Deputy Richard Boyd Barrett. Several councils have already agreed to bring forward a pilot scheme for the purchase of flats under the previous legislation. However, there are several problems relating to bills, common areas, management companies and the percentage of purchases within a complex.

The Minister mentioned the climate action and low-carbon development Bill and rightly said that many members worked extremely hard over the past summer developing the report given to him. Will he confirm whether that Bill will be introduced in the Dáil before the summer recess?
