- Joint Oireachtas Committee on Agriculture, Food and the Marine: Statement of Strategy 2023-2026: Department of Agriculture, Food and the Marine (3 Jul 2024)
Tim Lombard: You would think that banding would be an issue here, that farmers would have said they need lower production to get into a different nitrate band. Is Mr. Callanan concerned that is why we have seen the reduction in production because farmers have looked at the banding issue and said they cannot be in the top band?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Statement of Strategy 2023-2026: Department of Agriculture, Food and the Marine (3 Jul 2024)
Tim Lombard: I have one more question, Chair. I am under time pressure. The TB issue my colleague raised was a really important statement. Three of us here today remember the famous Dr. Margaret Good, a formidable lady, informing us there would be a strategy and that the problem would be all sorted by 2030. That has not quite happened. The Department's eradication programme has been going since 1957....
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Statement of Strategy 2023-2026: Department of Agriculture, Food and the Marine (3 Jul 2024)
Tim Lombard: I asked about the TB issue and where we are with the eradication programme. Are we really going to stick with the terminology of eradication? Let us be fair and honest with everyone. Mr. Callanan answered my other question about banding.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Agricultural Schemes: Department of Agriculture, Food and the Marine (3 Jul 2024)
Tim Lombard: I want to ask about proposed grant that got approval from the European Commission for a 70% TAMS application. This grant was to be promoted to the tillage industry, in particular regarding the storage of slurry. I realise the Commission has given approval but I would like an update on where are we on the technical side to make sure the grant will be available. Does the Department have...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Agricultural Schemes: Department of Agriculture, Food and the Marine (3 Jul 2024)
Tim Lombard: Regarding the regulation in place to make sure people qualify for the grant for storage in particular, there is fear in the agricultural sector that people must have enough storage before they can qualify for the grant. This is a barrier when we are looking at where we are going with water quality. Will the witnesses give an indication of this issue? Is this fear actually there with regard...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Agricultural Schemes: Department of Agriculture, Food and the Marine (3 Jul 2024)
Tim Lombard: I fully understand what Mr. Savage said. He explained it a lot better than I described it. It is the frustration in the system. We are trying to improve water quality and make sure as many farmers as possible have enough storage. It is about trying to encourage them along this road. It is about trying to make sure we have the potential to make sure everyone has the storage required....
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Agricultural Schemes: Department of Agriculture, Food and the Marine (3 Jul 2024)
Tim Lombard: We are looking at a scenario whereby if the regulation were to change and we were to have a different excretion rate for cows, there would be a two-year lag period. Will that timeline be announced when that report is published or does the Minister announce the timeline at some stage?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Agricultural Schemes: Department of Agriculture, Food and the Marine (3 Jul 2024)
Tim Lombard: Deputy Kerrane is welcome back. She had voting duties in the Dáil.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Agricultural Schemes: Department of Agriculture, Food and the Marine (3 Jul 2024)
Tim Lombard: I thank the witnesses for their attendance. On behalf of the committee, I thank them for their contributions. The next public meeting will be held on Wednesday, 10 July at 5.30 p.m. when the committee will resume its examination of the issue regarding nitrates derogation and the impact of Ireland. Since there are no further matters, the meeting stands adjourned.
- Seanad: An tOrd Gnó - Order of Business (9 Jul 2024)
Tim Lombard: First, I acknowledge the contribution made by the Cathaoirleach regarding the great John O'Mahony. I got to know John in 2016. On my first day in the Seanad, John's wife sat beside my wife in the Public Gallery and they had a wonderful conversation and chat. Catherine was pregnant with twins at the time and John and his wife told us they had twins and the whole lot. It was an amazing...
- Seanad: Nithe i dtosach suíonna - Commencement Matters: Swimming Pools (10 Jul 2024)
Tim Lombard: The Minister of State is more than welcome. It is great to have an opportunity to have the Minister of State responsible for sport deal with this issue. The issue that I am asking the Minister of State to make a statement about is the national swimming strategy. The national swimming strategy was based on a document published and the title was about everyone in Ireland having the...
- Seanad: Nithe i dtosach suíonna - Commencement Matters: Swimming Pools (10 Jul 2024)
Tim Lombard: I was not aware that the strategy was approved by the Government yesterday. I thank the Minister of State for bringing that information to the House. It is very important that we have the publication of this document-----
- Seanad: Nithe i dtosach suíonna - Commencement Matters: Swimming Pools (10 Jul 2024)
Tim Lombard: It is very important that once it is published we have the opportunity for the Minister of State to come to the House. He might give us some time to discuss this very important strategy. It is very important that everyone be given the opportunity and ability to swim. Lessons are also very important. The Minister of State referred to the issue of swimming pool stock being insufficient....
- Seanad: An tOrd Gnó - Order of Business (10 Jul 2024)
Tim Lombard: I want to make sure we have an age-friendly public transport service. There has been significant investment in public transport in the past four years and I acknowledge the Government's commitment to it. It has made the lives of many people much easier in terms of getting around. We have issues where bus shelters have been provided, which are appropriate, but a timetable has not been...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Compliance with the Nitrates Directive and Implications for Ireland: Discussion (Resumed) (10 Jul 2024)
Tim Lombard: I thank the witnesses. It is very important that the EPA is here. I want to acknowledge the opening statement and the information given. I will start with the opening statement which stated that we could expect an improvement in nitrogen levels within six months to a year at a national level. Dr. Cotter might expand on that point and on the research done to make sure we have the data...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Compliance with the Nitrates Directive and Implications for Ireland: Discussion (Resumed) (10 Jul 2024)
Tim Lombard: The figure that has been discussed but not verified by the industry is that there has been a 30% reduction in nitrogen, specifically chemical nitrogen, in a 24-month period which is a significant figure. If that figure were to be verified and the EPA correct regarding reductions in six to 12 months, even taking into consideration that it only accounts for one third, that would be represent a...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Compliance with the Nitrates Directive and Implications for Ireland: Discussion (Resumed) (10 Jul 2024)
Tim Lombard: I want to turn to the other 70% of the nitrogen. If 30% of it is made up of chemical nitrogen, what is the breakdown of the other 70%?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Compliance with the Nitrates Directive and Implications for Ireland: Discussion (Resumed) (10 Jul 2024)
Tim Lombard: What is the organic level?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Compliance with the Nitrates Directive and Implications for Ireland: Discussion (Resumed) (10 Jul 2024)
Tim Lombard: I presume that 60% is from both the animal and what has been spread.
