Anne Rabbitte: Ultimately, the responsibility of Tusla is to safeguard. Mr. Lee's role is in risk and quality assessment. It has been evident for a long time that Scouting Ireland did not have a proper safeguarding officer in place and this was clear from an earlier appearance by the organisation in May or June of last year. What did Tusla do when it received that information, which was in the public domain?
