David Cullinane: That is a failure of the political system. Doctors cannot be blamed for that. We are asking them to work long hours in contravention of their rights. There is a question of moral injury and pressure being put on doctors to come in to work additional hours because we do not have capacity and, now, because of the recruitment embargo. Essentially, what has happened is that the HSE and, I suppose, the Government have decided that, rather than fixing the problem, they will just pay for it. I would imagine the payment was meant to be some sort of punitive measure to penalise hospitals-----

There needs to be political will to deliver on it because we cannot just continue to ask junior doctors to work the hours they are working, with all the risks entailed for them and their patients. David Cullinane: I want to finish on that. Very similar testimonies were heard in the Aoife Johnston inquest. I am concerned about the lack of dignity and respect for patients. If a doctor comes to you to talk about your medical experience in front of other patients on hospital trolleys, it is self-evident that there is a lack of dignity.
