However, does it surprise Mr. Byrne that people who can start to comprehend and learn languages from continental Europe or China or Japan in secondary school - we must remember they are not done in primary school - still cannot learn Irish? What does that say? Irish is not that difficult of a language.

How can they have had a few years of the process the Minister refers to, which supposedly takes two or three years?
