Billy Kelleher: In the foreword to the national literacy and numeracy strategy, the Minister stated his aspiration is to achieve world-class literacy and numeracy skills among our children and young people. If the Minister does not reverse these cuts in disadvantaged areas, he will consign that aspiration to the bin and might as well tear up the strategy.
