Terry Leyden: I welcome the publication of this Bill and commend the Minister of State on his excellent speech which outlined the background to this Bill. Sometimes it is not always evident how legislation comes about. This Bill seeks to limit the operations of arms brokers within Ireland and stems from the EU Common Position on arms brokering of 2003 that seeks to limit the operations of arms traders...

Terry Leyden: I take this opportunity to pay tribute to the sacrifices made at the weekend by Garda Brian Kelleher from Bruree and Michael Liston, a part-time fire fighter, from Foynes who died in the course of their duties. We should recognise their unselfish approach to their work, the carrying out of which resulted in their untimely deaths. We all owe them a debt of gratitude and well as all members...

Terry Leyden: They were established in Bray, Dublin, Kildare, Galway and throughout a mix of areas. They have proved to be successful. The Minister should be commended on introducing this initiative and, hopefully, on rolling out such committees to every local authority area. Such a debate would give the Minister an opportunity to outline the progress made in regard to the pilot committees that have...

- Seanad: Control of Exports Bill 2007: Committee Stage. (1 Mar 2007)
Terry Leyden: I completely oppose this amendment. The Senator is getting into too much red tape on this issue, and in so far as the disclosure of competitive edges is concerned. This type of disclosure may be used by other countries to know exactly what we are exporting and when. As a former Minister of State with responsibility for trade, I would not be in favour of such disclosure. It is impractical....

Terry Leyden: ââand it exported torture chambers some years ago. I do not know of any other country that would introduce this type of legislation. To tie ourselves down further by the insertion of this amendment would be detrimental to the best interests of our exporters. Accordingly, I urge the Minister of State to reject it.

Terry Leyden: I congratulate the Minister of State on this important Bill. We are very well served with the quality of the public service in the Department of Enterprise, Trade and Employment. I had the same experience when I was there. Coupled with his responsibility over trade, the Minister of State has brought many Bills before these Houses since his appointment. This is a well-balanced Bill. It...
- Seanad: Building Control Bill 2005: Second Stage (6 Mar 2007)
Terry Leyden: I welcome the Minister to the House and commend him on bringing this Bill before it because this issue has been going around for some time. It was left on the backburner for a long time and not given great priority, although European directives were involved. The Bill involves more than the registration of architects because it is a building control Bill. It is essential that a number of...

Terry Leyden: I ask the Deputy Leader to arrange a debate on insurance. The Oireachtas Committee on Enterprise and Small Business has worked very hard to assist in bringing down the costs of insurance. Over 400,000 people have two penalty points at the moment and the insurance companies are increasing the costs of insurance. Hibernian Life & Pensions has increased its costs by approximately 10% for...
