Mary Butler: I thank Mr. Murtagh. He stated: "The requirement for an annual return is substantially undermined if the financial statements attaching to the annual return are non-standard". Will he explain that?

- Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Scrutiny of the Industrial and Provident Societies (Amendment) Bill 2018 (25 Jun 2019)
Mary Butler: Perhaps we could tease out this issue a little further. Dr. McCarthy said earlier that on balance the Centre for Co-operative Studies supports the amendment to reduce the number of members required to establish a co-operative to three but it has some reservations in that regard.
- Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Scrutiny of the Industrial and Provident Societies (Amendment) Bill 2018 (25 Jun 2019)
Mary Butler: I have one final question, to which I ask Ms Carroll and Mr. Murtagh to respond. The proposed amendment to section 14 of the principal Act, which deals with audits, recommends retention of the requirement for annual returns and audited accounts while allowing specific societies to apply for an audit exemption under certain conditions, which might include an asset size turnover threshold, as...
- Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Scrutiny of the Industrial and Provident Societies (Amendment) Bill 2018 (25 Jun 2019)
Mary Butler: Are there any further questions? Would anyone like to make any final comment? As our guests are aware, we are conducting legislative scrutiny of the Bill and the onus is on us to listen to what they all have to say. We will listen to the officials from the Department next. The committee will then compile a report outlining whether it supports the Bill. We must stand back and look at it...

Mary Butler: As there are no further comments, I thank our guests for attending and for their input. I also thank them for their submissions. They have been very useful. I propose that we suspend briefly in order to allow the departmental officials to take their seats. Is that agreed? Agreed.

- Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Scrutiny of the Industrial and Provident Societies (Amendment) Bill 2018 (25 Jun 2019)
Mary Butler: Everyone accepts there are clear benefits to having audited accounts for openness and transparency. We seem to have a general consensus that the Department is supportive of introducing audit exemptions, as are the witnesses. It is to be hoped some common ground can be found on this matter. On the reduction of members required for registering a co-op from seven to three, all co-operatives...

- Carers: Motion [Private Members] (26 Jun 2019)
Mary Butler: When I spoke yesterday to the Sinn Féin motion on home support workers, I started by paying tribute to carers. Once again, I pay tribute to the immense work done by them. I support the motion proposed by Deputy Penrose and his Labour Party colleagues. Those who work as carers have been completely undervalued by the Government, even though they provide essential support for their loved...
- CervicalCheck Tribunal Bill 2019: Second Stage (26 Jun 2019)
Mary Butler: Over the past 12 months, we have spent a lot of time discussing CervicalCheck, smear tests, the two Scally reports, court cases and those women who tragically lost their lives due to misdiagnosis. I do not think the memory of Emma Mhic Mhathúna's coffin passing outside the gates of Leinster House with her five children behind it will ever leave me. There are days that stand out since I...
- Written Answers — Department of Jobs, Enterprise and Innovation: Health and Safety Regulations (26 Jun 2019)
Mary Butler: 136. To ask the Minister for Jobs, Enterprise and Innovation if the guidelines under the Safety Health and Welfare at Work (General Application) Regulations 2007 have been updated and-or reviewed to reflect the possible risks to employees through cyber or digital means; if so, if there are clear arrangements for the protection and general welfare of an employee and a mechanism in place that...
- Ceisteanna ar Reachtaíocht a Gealladh - Questions on Promised Legislation (27 Jun 2019)
Mary Butler: Yesterday the Minister for Health signed legislation to allow for the operation of the medical cannabis access programme on a pilot basis for five years. The purpose of the programme is to facilitate compassionate access to cannabis for medical reasons. Some parents travel to Holland to obtain medical cannabis, under licence, on a three monthly basis. When will they be able to access the...
- Saincheisteanna Tráthúla - Topical Issue Debate: Urban Renewal Schemes (27 Jun 2019)
Mary Butler: I have raised the north quays project in Waterford numerous times and I know the Minister of State is familiar with it. The north quays in Waterford is the site of a proposed €350 million regeneration project that will be a game-changer for the city. This opportunity has presented itself through the hard work and efforts of Waterford City and County Council under the leadership of...
- Saincheisteanna Tráthúla - Topical Issue Debate: Urban Renewal Schemes (27 Jun 2019)
Mary Butler: I thank the Minister of State for his commitment to this project and I welcome the fact he has said the initial URDF support to Waterford as well as other successful bid proposals is approved in principle and is subject to a finalised agreement between the Department and Waterford City and County Council. I acknowledge what he said about it being a starting point but I need to reiterate that...
- Mental Health Services Reports: Motion [Private Members] (2 Jul 2019)
Mary Butler: I thank the Minister of State for his comprehensive outline. I compliment my colleague, Deputy Browne, on the work he has done to date. The recent report, regardless of what we have heard, highlights many areas of concern. Some of the failures make for stark reading. There is an ongoing crisis in mental health services for children. As the Minister of State is well aware, early...
