Michael McCarthy: No. It is for people who sign off on that work. It is for the people who issue certificates and who declare that certain work is to a certain standard.

Michael McCarthy: Correct. There may be a situation where someone is told by his employer to sign off on something and that person might become the scapegoat. Is there a register of inspections? Is it available from local authorities for public perusal? If a register of inspections is available, is it subject to freedom of information legislation? I will understand if that information is not to hand now.
