- Order of Business (26 Feb 2014)
Enda Kenny: In respect of the latter point, 700 nurses were recruited and employed last year. Of course, there will be an opportunity to discuss all these matters in terms of the publication of the universal health insurance paper, which will deal with a range of issues that arise as one changes from a two-tier to a one-tier system. I must admit that the report referred to by Deputy Adams should have...
- Order of Business (26 Feb 2014)
Enda Kenny: Deputy Durkan has raised this on a number of occasions. It is an important piece of legislation. As I understand it, the drafting of the heads is at an advanced stage in the Department of Justice and Equality. I know that that is a statement. I need to find out a little more as to what that actually means, but we would like to get this to Government so that it could go back to the...
- Order of Business (26 Feb 2014)
Enda Kenny: Deputy Neville raised this matter in respect of the Coroners Bill. He asked for a written report on it, which I will send a copy of to Deputy Terence Flanagan. As to the question of the proceeds of crime Bill, the issues around policy matters here are still being discussed with the Criminal Assets Bureau. They know we are interested in it, but obviously one cannot rush them in what it is...
- Order of Business (26 Feb 2014)
Enda Kenny: The Bill is for this session and we will have an opportunity to discuss The Lancet report and all of the issues that are associated with it.
- Order of Business (26 Feb 2014)
Enda Kenny: The Minister of State, Deputy White, is dealing with the alcohol Bill. I do not want to give Deputy Fitzpatrick a date because I do not know when it will come through, but the Minister of State has done a great deal of work on it. The other one was the landlord and tenant Bill. I do not have a date for publication of it.
- Order of Business (26 Feb 2014)
Enda Kenny: There was a very good conference on this in January. The local drugs task forces are now being expanded to deal with alcohol also. We discussed this only this week at a sub-committee. The Minister obviously is looking at them - they have been around for 25 or 30 years - to see how effective they are. In that sense, the Minister will bring his recommendations to Government shortly.
- Order of Business (26 Feb 2014)
Enda Kenny: The Court of Appeal Bill was up at Cabinet yesterday and approved for drafting as a priority. The Minister for Justice and Equality made it perfectly clear that the first community court will be trialled here - that is not a pun - in Dublin city centre.
- Order of Business (26 Feb 2014)
Enda Kenny: I do not have a date for publication of that Bill that the Deputy mentioned. As the Deputy is aware, local authorities have the power already where, if trees are deemed to be a danger to the public, they can deal with them.
- Order of Business (26 Feb 2014)
Enda Kenny: It does not require an extension of the period.
- Order of Business (26 Feb 2014)

- Order of Business (26 Feb 2014)
Enda Kenny: We have already made arrangements for the Narrow Water Bridge to be on the agenda for the North-South Ministerial Council meeting in June, which will be hosted here. This is an issue that concerns a great number of people obviously. We want to keep that very much alive. As to the constitutional convention change, Government has already agreed that there should be a referendum next year on...
- Leaders' Questions (4 Mar 2014)
Enda Kenny: No, I do not accept that at all. First, the Government has not put off a decision on universal health insurance, UHI, until next year. I do not accept the Deputy's premise about an increase in costs for each individual. I accept that this is the most radical and fundamental change in the health service structure since the foundation of the State. We cannot continue with a system that is...
- Leaders' Questions (4 Mar 2014)
Enda Kenny: He has already said universal health insurance cannot cost more than the ineffective two-tier system and that implementation of the programme will be subject to the constraints and ceilings set by the Minister for Finance and the Minister for Expenditure and Reform.
- Leaders' Questions (4 Mar 2014)
Enda Kenny: The Deputy has had his little rant.
- Leaders' Questions (4 Mar 2014)
Enda Kenny: I do not accept at all his assertion that this is an attempt to put universal health insurance and the explanation of it out beyond the next general election. As I have said on many occasions, that will be in spring 2016. Long before then, people will understand. The universal health insurance concept, principle and proposal-----
- Leaders' Questions (4 Mar 2014)
Enda Kenny: -----will be explained to people so that everybody understands the value of having a single-tier system as against a two-tier system. Deputy Martin would say that costs will increase. Why would he not? After all, in his own time the cost went up by over 320%-----
- Leaders' Questions (4 Mar 2014)
Enda Kenny: -----from €3.6 billion to over €15 billion, and we ended up with nearly a world record of 569 people on trolleys on one day in January 2011.
- Leaders' Questions (4 Mar 2014)
Enda Kenny: That is the legacy the Deputy left.
