Martin Conway: Like my colleagues, I welcome the Minister of State back to the House and congratulate him on the ratification of the UN Convention on the Rights of Persons with Disabilities. It is a significant step forward in establishing the rights of people with disabilities. I will start where Senator Boyhan concluded and acknowledge the backroom staff of Deputy Finian McGrath, in particular Gerry...

Martin Conway: That is an incredible statement.

Joint Oireachtas Committee on Justice, Defence and Equality: Garda Oversight and Accountability: Policing Authority (21 Mar 2018)

Martin Conway: I welcome the ladies. I have stated publicly that I have a high regard for Ms Feehily and I repeat that. I have listened intently to the evidence presented here today, both in opening statements and in the engagement with members. Ms Feehily said to Deputy Ó Laoghaire that the Policing Authority had already gathered quite an amount of intelligence which concurred with Ms West and Ms...

Joint Oireachtas Committee on Justice, Defence and Equality: Garda Oversight and Accountability: Policing Authority (21 Mar 2018)

Joint Oireachtas Committee on Justice, Defence and Equality: Garda Oversight and Accountability: Policing Authority (21 Mar 2018)

Martin Conway: Does the Policing Authority meet them?

Joint Oireachtas Committee on Justice, Defence and Equality: Garda Oversight and Accountability: Policing Authority (21 Mar 2018)

Martin Conway: No matter how explosive the information the Policing Authority receives on the telephone or in writing, Ms Feehily does not deem it to be necessary to meet any of the people involved to have further interaction and perhaps elicit further information. Is that correct?

Joint Oireachtas Committee on Justice, Defence and Equality: Garda Oversight and Accountability: Policing Authority (21 Mar 2018)

Martin Conway: Let us suppose there is a whistleblower. Let us call them whistleblowers. Ms Feehily says the vast majority of issues are connected to work done by GSOC. If an issue does affect the Policing Authority directly, the stated policy of the authority is that it does not meet whistleblowers or those who provide information for it, rather it deals with them by telephone or in writing.

Joint Oireachtas Committee on Justice, Defence and Equality: Garda Oversight and Accountability: Policing Authority (21 Mar 2018)

Martin Conway: Do Ms Feehily also agree that they had nothing to gain by coming before the committee to give evidence? As a matter of fact, they probably had more to lose than gain.

Martin Conway: I am asking Ms Feehily for her opinion.

Joint Oireachtas Committee on Justice, Defence and Equality: Garda Oversight and Accountability: Policing Authority (21 Mar 2018)

Martin Conway: Ms Feehily also said the Policing Authority would not get involved in what was essentially a human resources issue where there were tensions and so forth. I listened to the evidence of the ladies in great detail. They were very clear that while there were issues, that was not the reason they had contacted the Policing Authority. It is quite clear that they are very disillusioned and...
