Official Engagements. (12 Nov 2008)

Billy Timmins: In my view the most important foreign visit the Taoiseach will make before the end of the year is to the General Council meeting in Brussels in December. Will the Taoiseach consider breaking with precedent and come to the House before he goes to that meeting to outline what proposals he intends to put to his fellow prime ministers? One of the shortcomings of this House's dealings with...

Billy Timmins: Will the Taoiseach consider coming to the House with his proposals beforehand?

Official Engagements. (12 Nov 2008)

Billy Timmins: The Taoiseach knows what I am asking.

Official Engagements. (12 Nov 2008)

Billy Timmins: Does he not think it would be more helpful if we heard from the Taoiseach in this House rather than hear from Brussels, when something is a fait accompli? We should have an input into the way forward.

Official Engagements. (12 Nov 2008)

Billy Timmins: One of the strong feelings is that we should discuss things before Government Ministers go abroad.

Cluster Munitions and Anti-Personnel Mines Bill 2008: Report and Final Stages (18 Nov 2008)

Billy Timmins: I understand Deputy Higgins's position and it is very honourable. With the passing of time such an amendment may not be necessary. It is important to remember that regarding cluster munitions or other weapons, beauty is in the eye of the beholder, and if the weapon is used in a defensive position it can be quite productive and progressive. Taking on board the point the Minister has made...

Cluster Munitions and Anti-Personnel Mines Bill 2008: Report and Final Stages (18 Nov 2008)

Billy Timmins: I thank the Minister for accepting my proposals. Amendment No. 10 is straightforward. The Minister deals with my amendment No. 11 in amendment No. 12. This makes sense. If someone was caught illegally dumping, that person would have to pay the costs involved. Therefore, it makes sense that costs involved with illegal munitions would also be imposed on those involved. I thank the...

Cluster Munitions and Anti-Personnel Mines Bill 2008: Report and Final Stages (18 Nov 2008)

Billy Timmins: I move amendment No. 13: In page 12, between lines 23 and 24, to insert the following: "20.—(1) The Minister shall by regulations establish and publish a register of persons outside of Ireland which trade in cluster munitions, to be known as the Register of Prohibited Investment in Cluster Munitions. (2) The Minister shall by regulations provide for persons to be placed on and withdrawn...

Cluster Munitions and Anti-Personnel Mines Bill 2008: Report and Final Stages (18 Nov 2008)

Billy Timmins: I congratulate the Minister and the Department on bringing forward this legislation. My only regret is that the Minister's predecessor did not accept our Bill as we could have had it in place before the convention, but perhaps that magnanimous gesture might not have tied in with his personality. I am sure this Minister would have.

Special Report on New EU Legislation: Statements. (20 Nov 2008)

Billy Timmins: I commend the Chairman of the joint committee, Deputy Perry, and his Vice Chairman, Deputy Connick, on this report. I do not envy those who serve on the committee their membership of it. The language, terminology and abbreviations and sheer bulk of information in EU directives are extremely offputting. I commend the Minister of State, Deputy Roche, on his excellent work in the area of...

Special Report on New EU Legislation: Statements. (20 Nov 2008)

Billy Timmins: The Joint Committee on European Scrutiny must be empowered to require that the Minister take on board a formal opinion from the committee. I would not go so far as to suggest the Minister should be bound by such requirement as I do not agree with a mandated system. However, I believe he-she should return to the committee, if he-she chooses not to take on board such opinion, and explain the...
