Mick Wallace: I wish to share time with Deputies Boyd Barrett and Halligan.

Mother and Baby Homes Commission of Investigation: Motion (Resumed) (28 Jan 2015)

Mick Wallace: I welcome the discussion on the terms of reference presented by the Minister. Ireland has a deplorable record on women's rights, which has, correctly, received severe criticism from international bodies such as the UN committee on human rights, the UN committee against torture, the Council of Europe, the Commissioner for Human Rights and the UN committee on the elimination of discrimination...

Housing Affordability: Motion (Resumed) [Private Members] (28 Jan 2015)

Mick Wallace: As the Minister of State well knows without my telling her, housing provision is a very big problem in Ireland and it is likely to remain very challenging. The latest rulings concerning the Central Bank will present significant challenges for the State. I am not saying the Central Bank is mad but the idea of encouraging people to buy homes they cannot afford to pay for is not a good one....

Written Answers — Department of Environment, Community and Local Government: Greenhouse Gas Emissions (28 Jan 2015)

Mick Wallace: 31. To ask the Minister for Environment, Community and Local Government the measures that the Government plans to take in order to achieve the 80% reduction in emissions on 1990 levels by 2050, in line with our EU commitments; and if he will make a statement on the matter. [3645/15]

Written Answers — Department of Environment, Community and Local Government: Building Regulations Application (28 Jan 2015)

To ask the Minister for Environment, Community and Local Government if he will clarify article 9(2) of SI No. 9 of 2014; if he will provide details on the type of house extensions that will fall under the new rules regarding the 40 sq. m. limit; if this provision is cumulative or if it could permit multiple and possibly concurrent extensions, each of less than 40 metres; and if he will...

Select Committee on Justice, Defence and Equality: Garda Síochána (Amendment) (No. 3) Bill 2014: Committee Stage (28 Jan 2015)

Mick Wallace: Under the Bill it is proposed to substitute the words "within the period of 12 months" for "within the period of 6 months", but in certain circumstances, particularly in the case of issues of a very serious nature, a case could be made to extend the period to two years, if the conduct in question merited it.

Select Committee on Justice, Defence and Equality: Garda Síochána (Amendment) (No. 3) Bill 2014: Committee Stage (28 Jan 2015)

Mick Wallace: Yes.

Select Committee on Justice, Defence and Equality: Garda Síochána (Amendment) (No. 3) Bill 2014: Committee Stage (28 Jan 2015)

Mick Wallace: It is absolutely imperative that it is put on a statutory basis, and I intend to table an amendment to that effect on Report Stage.

Select Committee on Justice, Defence and Equality: Garda Síochána (Amendment) (No. 3) Bill 2014: Committee Stage (28 Jan 2015)

Mick Wallace: It makes a mockery of the notion of strengthening GSOC if a veto is left in place. It is imperative that under no circumstances should the Minister have a veto in this situation. I will table an amendment to that section when the time comes.

Select Committee on Justice, Defence and Equality: Garda Síochána (Amendment) (No. 3) Bill 2014: Committee Stage (28 Jan 2015)

Mick Wallace: Yes. It relates to the issue of substituting "the Garda Authority" for "the Minister". I wish to challenge, with an amendment, the idea of the Garda Síochána Ombudsman Commission being able to investigate the Commissioner only with the consent of the Minister.

Select Committee on Justice, Defence and Equality: Garda Síochána (Amendment) (No. 3) Bill 2014: Committee Stage (28 Jan 2015)

Mick Wallace: I also wish to table an amendment to the section on Report Stage.

Select Committee on Justice, Defence and Equality: Garda Síochána (Amendment) (No. 3) Bill 2014: Committee Stage (28 Jan 2015)

Mick Wallace: On the wording that it be provided "as soon as practicable". I want to put a precise time on the provision of information.

Select Committee on Justice, Defence and Equality: Garda Síochána (Amendment) (No. 3) Bill 2014: Committee Stage (28 Jan 2015)

Mick Wallace: I wish to give notice that I wish to add another section to this to-----

Select Committee on Justice, Defence and Equality: Garda Síochána (Amendment) (No. 3) Bill 2014: Committee Stage (28 Jan 2015)

Mick Wallace: I believe it is within the same topic. Am I wrong?

Select Committee on Justice, Defence and Equality: Garda Síochána (Amendment) (No. 3) Bill 2014: Committee Stage (28 Jan 2015)

Mick Wallace: On that topic, expecting things to be done in the spirit of things is one reason GSOC has been so fettered for a number of years. From discussions with GSOC, I am aware that this is a huge problem for the commission. It is far too open-ended and the potential for non-co-operation without a serious restriction being put in place is too easily abused on the part of the police force.

Select Committee on Justice, Defence and Equality: Garda Síochána (Amendment) (No. 3) Bill 2014: Committee Stage (28 Jan 2015)

Mick Wallace: The Deputy knows where the Minister of State lives.

Select Committee on Justice, Defence and Equality: Garda Síochána (Amendment) (No. 3) Bill 2014: Committee Stage (28 Jan 2015)

Mick Wallace: Given that the Commissioner could be under investigation, it could be necessary to compel the assistant Garda Commissioner to provide information, if so required. I wish to add this as an extra section.

Select Committee on Justice, Defence and Equality: Garda Síochána (Amendment) (No. 3) Bill 2014: Committee Stage (28 Jan 2015)

Mick Wallace: I am considering the insertion of the words "the Garda Authority" in place of "the Minister" who is mentioned at numerous places in the section.
