- Joint Oireachtas Committee on European Union Affairs: Accountability in the EU: Discussion with Minister of State (7 May 2013)
Paschal Donohoe: I will make a few comments before asking the Minister of State to conclude. The notion that there is a democratic deficit is overstated as the enhanced role of the European Parliament has created a more direct connection to citizens. This is evident in today's visit to Brussels by the Taoiseach and Tánaiste to discuss and negotiate the multi-annual financial framework with the European...
- Joint Oireachtas Committee on European Union Affairs: The United Kingdom and the European Union: Discussion (9 May 2013)
Paschal Donohoe: I welcome the Minister, Mr. Lidington, MP, and thank him for his presentation. There is one point I wish to make and two questions I wish to pose. I am convinced that the European Union will be a far stronger, more credible and valuable entity in the future if the United Kingdom continues to be a strong member and play the type of role it played in the past. I hope that at the end of...

- Joint Oireachtas Committee on European Union Affairs: General Affairs Councils: Discussion with Minister for Foreign Affairs and Trade (9 May 2013)
Paschal Donohoe: I thank the Tánaiste for his briefing. I have one question, which relates to an issue I have raised with him in the past, namely, that of Syria, the stance of the European Union thereon and whether there are developments in this regard. I am conscious that the United States and Russia appear to be seeking to convene a conference on Syria and I acknowledge that in previous meetings such...

- Ministers and Secretaries (Amendment) Bill 2012: Second Stage (15 May 2013)
Paschal Donohoe: I wish to comment on the brief exchange between my colleague, Deputy Lawlor, and Deputy Catherine Murphy on a potential budget surplus. Deputy Murphy encouraged Deputy Lawlor to get his Zimmer frame ready. It is probably worth pointing out that we will have a primary budget surplus within the next two years. A primary budget surplus is what one gets when one strips out interest payments on...

Chapter 26: Collection of Motor Taxation
Vote 20: An Garda Síochána (16 May 2013) Paschal Donohoe: I want to begin by saying how glad I am that I always respond promptly to Deputy Ross when he contacts me about any matter. I will begin with a few points and some questions. I acknowledge that of all the witnesses before the Committee of Public Accounts, An Garda Síochána is unique in that its members put at risk their personal safety while unarmed to keep our country safe. I...

Chapter 26: Collection of Motor Taxation
Vote 20: An Garda Síochána (16 May 2013) Paschal Donohoe: I understand Mr. O'Malley's explanation. What strikes me is how high the figure is because out of the file of more than 5.8 million registrations, we are saying that 2.5 million of them are taxed and viable vehicles on the road. Correct me if I am wrong, but this says there are 3.2 million vehicles on the file of whose taxation status we are not aware.

Vote 20: An Garda Síochána (16 May 2013) Paschal Donohoe: I refer to the UK figure which was mentioned by Mr. O'Malley in reply to my questions. The UK figure is 0.7%. Why is there such a big difference? Our figure is approximately 5% and Mr. O'Malley very helpfully explained that figure. There is an eight-fold difference between our figure and the UK figure.
