James Bannon: It was a bit rich of the Minister for the Environment, Heritage and Local Government to claim on radio yesterday that local authorities are awash with money because that is not the case. A significant number of infrastructural and sewerage schemes have remained on this Government's waiting list for the past decade and more. With modern technology there has been a change in the use of the comma, full stop and capital letters. In many instances in which they would normally have been used they are no longer used.
