Róisín Shortall: It is a fundamental principle of procurement that you have your design settled at the beginning. The aim has to be that you have the full detail as far as possible on the project nailed down beforehand because of the additional costs incurred with each change in design.

There is now a stand-off between the two sides. That is not really of much use to any of us, especially the children that are waiting to get treatment in that hospital.
