- Joint Oireachtas Committee on Foreign Affairs and Trade, and Defence: Potential Impact of UK Withdrawal from the European Union: Discussion (6 Apr 2017)
Seán Barrett: I apologise for being late. I was delayed and I did not have an opportunity to listen to the presentations. I am particularly interested in the situation in Somalia, which I visited more than 20 years ago when we had troops there. Reading the report from Dóchas, the very minimum that seems to have happened is it has remained stable or has gone backwards. It is horrifying. When I...

Seán Barrett: I am dealing with Dóchas because it has concentrated its submission on Somalia.

- Joint Oireachtas Committee on Foreign Affairs and Trade, and Defence: Famine in Africa and Yemen: Médecins sans Frontières, Oxfam and Concern (6 Apr 2017)
Seán Barrett: I visited Somalia in the mid-1990s. At that time, we had Irish troops based in Baidoa who were responsible for bringing aid from Mogadishu to Baidoa. I had never in my life been in a place that was so deprived of basics. I recall that there was an orphanage there where the only food the children got was one bowl of rice per day. To hear today that little progress has been made in Somalia...
- Joint Oireachtas Committee on Foreign Affairs and Trade, and Defence: Famine in Africa and Yemen: Médecins sans Frontières, Oxfam and Concern (6 Apr 2017)
Seán Barrett: I was not in any way being critical. Mr. O'Loughlin should not think that for one moment. I was expressing frustration that the crisis in Somalia has continued for such a long period and asking if anything could be done that would have an impact, no matter how small, on the situation. It is frustrating when one considers the long period involved.
- Joint Oireachtas Committee on Foreign Affairs and Trade, and Defence: Diplomatic Representation: Motion (6 Apr 2017)
Seán Barrett: It would be reopening, in fact, rather than opening. We did have a full embassy there.
- Written Answers — Department of Justice and Equality: Extradition Arrangements (11 Apr 2017)
Seán Barrett: 115. To ask the Minister for Justice and Equality the way in which a person (details supplied) can be extradited to the USA to face trial in respect of crimes committed here; and if she will make a statement on the matter. [17601/17]
- Committee on Budgetary Oversight: Stability Programme Update: Minister for Finance (13 Apr 2017)
Seán Barrett: I will begin by congratulating the Minister. When one reads the figures, one can see what has been achieved over the past six years. One can see there has been an incredible turnaround. Very often we have got into the habit of being negative about things that have not been done as distinct from the things that have been done. I do not mean this in a plámásing way but it is an...

- Committee on Budgetary Oversight: Capital Investment Plan 2016-2021: Dublin Chamber of Commerce (9 May 2017)
Seán Barrett: The danger is that all of us, politicians and the witnesses, have not faced reality. It is all very well saying we could have done this, that and the other four or five years ago but the reality is that the IMF walked into the Department of Finance and took us over. This country was broke and we keep forgetting that. The rebuilding of the economy and other priorities were stopped in their...

- Joint Oireachtas Committee on Foreign Affairs and Trade, and Defence: Implications of Brexit for Foreign Policy: Discussion (11 May 2017)
Seán Barrett: I thank both of the witnesses for their interesting contributions. I have a real problem as to whether it is wise for us to hang around waiting for the European Union, as a body, to negotiate an agreement with Britain. Ireland has a unique situation that, in my opinion, deserves special attention. We have a better chance of getting a satisfactory agreement by getting the support of the...
- Joint Oireachtas Committee on Foreign Affairs and Trade, and Defence: United Nations Office for Co-ordination of Humanitarian Affairs: Mr. John Ging (18 May 2017)
Seán Barrett: I welcome both witnesses and I apologise for being late but unfortunately I was detained elsewhere. I will concentrate on one area, although other areas are equally important. I was in Somalia 25 years ago with a few Members. It was one of the most devastating experiences I ever had. When I returned, I said if anyone mentions the word "poverty" to me in Ireland, I will scream. What I...
