Éamon Ó Cuív: The local authorities might have the experience but in places such as Labre Park and other places in many counties, nothing has happened for 20 years. Those local authorities are certainly not using their experience but we will say no more about that today. We will be coming back to that because it is the nub of issue, let us be honest about it.
