John Deasy: That is fair. Mr. Cooney mentioned Ethiopia and the qualified and unqualified audits in 2009. The figure of 23% qualified audit struck me. Of €27.9 million in Irish Aid funding audited in 2009, €6 million was the subject of qualified audits and an action plan resulted.
